The pursuit for better governance has assumed center stage in developmental discourse as well as reform initiatives of all organizations working for the public welfare, and includes such issues as service delivery and responding to citizens’ needs and demands. In the era of globalization, multilevel and new modes of governance are changing the traditional governance models of nation states, accelerated by technological innovation, rising citizen expectation, policy intervention from international and multilateral donor communities, and the hegemony of western ideology imposed on many developing nations. However, a universally accepted and agreed upon definition of 'governance’ still remains elusive. There is no consensus or agreement as to what would be the nature and form of governance and public administration. The question that is raised: Is there a universal governance mechanism that fits in all contexts or governance mechanisms should be based on home grown ideas?One can see various programs and policies of reforms and reorganizations in public administration in the developing countries, but these efforts have not been effective to address the challenging issues of economic development, employment generation, poverty reduction, ensuring equality of access to public services, maintaining fairness and equity, security and safety of citizens, social cohesion, democratic institution building, ensuring broader participation in the decision making process, and improving the quality of life. Therefore, there is a widespread concern for better governance or sound governance to bridge the gap between theory and practice, making this book of interest to academics as well as policy-makers in global public administration.

The threats the world currently faces extend beyond traditional problems such as major power competition, interstate conflict, and nuclear proliferation. Non-traditional security challenges such as climate change, migration, and natural disasters surpass states’ capacity to address them. These limitations have led to the proliferation of other actors—regional and international organizations, transnational networks, local and international nongovernmental organizations—that fill the gaps when states’ responses are lacking and provide security in places where there is none. This book examines public administration in South Asia in the context of rapid changes and modernization of administrative traditions, thoughts, and practices. The existing literature has, however, not given adequate attention to these developments, at least in a single volume. This book explores and analyzes gender mainstreaming in South Asia. Gender mainstreaming as a concept is about removing disparities between men and women – about equal access to resources, inclusion and participation in the public sphere, representation in government, and empowerment, all with the aim of achieving equal opportunities for men and women in family life, society, administration, politics, and the economy. The challenges of gender mainstreaming in South Asia are huge, especially in the contexts of patriarchal, religious, and caste-based social norms and values. Men’s dominance in politics, administration, and economic activities is distinctly visible. Women have been subservient to the policy preferences of their male counterparts. However, in recent years, more women are participating in politics at the local and national levels, in administration, and in formal economic activities. Have gender equality and equity been ensured in South Asia? This book focuses on how gender-related issues are incorporated into policy formulation and governance, how they have fared, what challenges they have encountered when these policies were put into practice, and their implications and fate in the context of five South Asian countries. Since decolonization began in the late 1940s, a series of often lengthy and destructive separatist insurgencies have imposed severe financial, economic and human costs upon the states of South Asia. Whereas previous analyses of these conflicts have typically focussed upon the parent state or separatist group as the relevant unit of analysis, this book adopts a broader framework, arguing that separatism cannot be understood in isolation from the concept of state sovereignty. This book explores the motives, tactics, successes and failures of South Asia’s separatist movements by deconstructing sovereignty into its constituent components and offers an explanation for why separatism, but not political violence, has recently declined in the region. Taking a comparative explanatory viewpoint, it offers a comprehensive review of relevant explanatory theories dominant in the scholarly literature on separatism and an examination of their application to the South Asian states of India, Pakistan, Sri Lanka and Bangladesh.
