Environmental engineers support the well-being of people and the planet in areas where the two intersect. Over the decades the field has improved countless lives through innovative systems for delivering water, treating waste, and preventing and remediating pollution in air, water, and soil. These achievements are a testament to the multidisciplinary, pragmatic, systems-oriented approach that characterizes environmental engineering. Environmental Engineering for the 21st Century: Addressing Grand Challenges outlines the crucial role for environmental engineers in this period of dramatic growth and change. The report identifies five pressing challenges of the 21st century that environmental engineers are uniquely poised to help advance: sustainably supply food, water, and energy; curb climate change and adapt to its impacts; design a future without pollution and waste; create efficient, healthy, resilient cities; and foster informed decisions and actions.

On January 30-31, 2019 the Board on Mathematical Sciences and Analytics, in collaboration with the Board on Energy and Environmental Systems and the Computer Science and Telecommunications Board, convened a workshop in Washington, D.C. to explore the frontiers of mathematics and data science needs for sustainable urban communities. The workshop strengthened the emerging interdisciplinary network of practitioners, business leaders, government officials, nonprofit stakeholders, academics, and policy makers using data, modeling, and simulation for urban and community sustainability, and addressed common challenges that the community faces. Presentations highlighted urban sustainability research efforts and programs under way, including research into air quality, water management, waste disposal, and social equity and discussed promising urban sustainability research questions that improved use of big data, modeling, and simulation can help address. This publication summarizes the presentation and discussion of the workshop.
Paperback. This paper is concerned with the problems of developing policies which stimulate urban economic development without causing sub-optimal damage to the environment. It is, therefore, concerned with policies which lead to sustainable urban growth. The objective is to illustrate not only that the consequences of the inadequate consideration of environmental factors in urban policy-making have harmful long-term environmental effects but also that these effects can impede the economic development of urban areas as measured more conventionally in terms of job creation and monetary incomes. Further, it is argued that, given the interactive nature of both environmental effects and the remedial policies available to tackle them, it is preferable to consider the application of a portfolio of policy measures rather than pursue a single problem/target strategy. By 2050, two-thirds of the world’s population will live in cities. To thrive, they will need efficient and sustainable forms of transport, but to achieve this, the financial incentives guiding urban transport operation must change – and change rapidly. Urban transport plays a critical role in determining the social, environmental and economic shape of cities. Improving Urban Access: New Approaches to Funding Transport Investment provide innovative ideas on how we might reorganize transport finance to ensure that it is suited to serving the social, environmental and economic principles that must guide future urban living. Continuing the work begun by its predecessor, Urban Access for the 21st Century, the authors assess the complexity of implementing new finance approaches and suggest ways to make positive and radical changes. Although the range of revenue raising options remain limited to users, indirect beneficiaries, and the general public, these can be recast to transform the way transport is paid for and therefore how its services are delivered. New finance models only succeed when they are intrinsically linked to the economic, social, cultural and political forces that create urban life. Together these volumes provide a starting point for the deeper research and policy design needed to successfully create urban transport finance systems that can address the challenges that 21st century cities present.
Although STEM (Science, Technology, Engineering, and Mathematics) has been diversely defined by various researchers (e.g. Buck Institute, 2003; Capraro & Slough, 2009; Scott, 2009; Wolf, 2008), during the last decade, STEM education has gained an increasing presence on the national agenda through initiatives from the National Science Foundation (NSF) and the Institute for Educational Sciences (IES). The rate of technological innovation and change has been tremendous over the past ten years, and this rapid increase will only continue. STEM literacy is the power to “identify, apply, and integrate concepts from science, technology, engineering, and mathematics to understand complex problems and to innovate to solve them” (Washington State STEM, 2011, Internet). In order for U.S. students to be on the forefront of this revolution, ALL of our schools need to be part of the STEM vision and guide students in acquiring STEM literacy. Understanding and addressing the challenge of achieving STEM literacy for ALL students begins with an understanding of its element and the connections between them. In order to remain competitive, the Committee on Prospering in the Global Economy has recommended that the US optimize “its knowledge-based resources, particularly in science and technology” (National Academies, 2007, p. 4). Optimizing knowledge-based resources needs to be the goal but is also a challenge for ALL educators (Scheurich & Huggins, 2009). Regardless, there is little disagreement that contemporary society is increasingly dependent on science, technology, engineering, and mathematics and thus comprehensive understandings are essential for those pursuing STEM careers. It is also generally agreed that PK-12 students do not do well in STEM areas, both in terms of national standards and in terms of international comparisons (Kuenzi, Matthews, & Mangan, 2006; Capraro, Capraro, Yetkiner, Corlu, Ozel, Ye, & Kim, 2011). The question then becomes what might PK-12 schools do to improve teachers’ and students’ STEM knowledge and skills? This book will look at equity and access issues in STEM education from PK-12, university, and administrative and policy lenses.
In the last 30 years, China’s record economic growth lifted half a billion people out of poverty, with rapid urbanization providing abundant labor, cheap land, and good infrastructure. While China has avoided some of the common ills of urbanization, strains are showing as inefficient land development leads to urban sprawl and ghost towns, pollution threatens people’s health, and farmland and water resources are becoming scarce. With China’s urban population projected to rise to about one billion – or close to 70 percent of the country’s population – by 2030, China’s leaders are seeking a more coordinated urbanization process. Urban China is a joint research report by a team from the World Bank and the Development Research Center of China’s State Council which was established to address the challenges and opportunities of urbanization in China and to help China forge a new model of urbanization. The report takes as its point of departure the conviction that China's urbanization can become more efficient, inclusive, and sustainable. However, it stresses that achieving this vision will require strong support from both government and the markets for policy reforms in a number of area. The report proposes six main areas for reform: first, amending land management institutions to foster more efficient land use, denser cities, modernized agriculture, and more equitable wealth distribution; second, adjusting the hukou household registration system to increase labor mobility and provide urban migrant workers equal access to a common standard of public services; third, placing urban finances on a more sustainable footing while fostering financial discipline among local governments; fourth, improving urban planning to enhance connectivity and encourage scale and agglomeration economies; fifth, reducing environmental pressures through more efficient resource management; and sixth, improving governance at the local level.
This report, an update of an earlier report from the Advisory Commission on Intergovernmental Relations, presents a review of urban America and its governmental capabilities. Chapters focus on: (1) urban America today (major aspects of the urban problem, changes in urban problems, changes in the perception of urban problem solving, and programs for meeting urban needs); (2) overcoming the urban fiscal problem (the plight of central cities, Federal action, State action, and the development of an effective and equitable state and local revenue system); (3) improving services in urban America; (4) restructuring local governments (the Federal role, and others); (5) solving the problem of metropolitan areas (urban development, urbanization, building requirements, urban development planning and land use regulation, and urban development policy framework); and (6) intergovernmental problems and strategies for the future. The report concludes that urban society is worth saving. The connection between the high standard of living in America and the urban setting of most American activity today is not coincidental. What is called for is a series of actions which will produce, at the end, a revitalized American urban scene.
