In 2015, Ethiopia experienced one of its worst droughts in decades. Using nationally representative data from before and after this event, we find that this drought did not lead to widespread increases in chronic or acute child undernutrition rates in the country. However, chronic undernutrition rates increased due to the drought in areas characterized by limited road network. Moreover, the share of households receiving humanitarian aid doubled in drought-affected areas. Together, these findings highlight the role of road infrastructure in contributing to resilience as well as the efficiency of the humanitarian system in delivering and targeting aid in the country.
The International Food Policy Research Institute (IFPRI) began research activities in Ethiopia in the 1980s to assess the root causes of drought-related food-production shortages and support adoption of appropriate policy responses. IFPRI’s rigorous empirical research contributed to a broader understanding of economic development processes in Ethiopia and built capacity to conduct such research on a national scale. Working with many long-standing partners, IFPRI evaluated strategies for achieving sustainable agricultural growth, investment in agricultural research, the provision of safety nets to strengthen resilience, prioritization of nutrition interventions for women and children, property rights, and management of natural resources, among other goals. Evidence from this and other work informed programs and initiatives to improve food and nutrition security for vulnerable people.
Ethiopia has experienced impressive agricultural growth and poverty reduction, stemming in part from substantial public investments in agriculture. Yet, the agriculture sector now faces increasing land and water constraints along with other challenges to growth. Ethiopia’s Agrifood System: Past Trends, Present Challenges, and Future Scenarios presents a forward-looking analysis of Ethiopia’s agrifood system in the context of a rapidly changing economy. Growth in the agriculture sector remains essential to continued poverty reduction in Ethiopia and will depend on sustained investment in the agrifood system, especially private sector investment. Many of the policies for a successful agricultural and rural development strategy for Ethiopia are relevant for other African countries, as well. Ethiopia’s Agrifood System should be a valuable resource for policymakers, development specialists, and others concerned with economic development in Africa south of the Sahara.
Increases in cereal prices can have adverse effects on poor net food buyers. This is a particular problem in Ethiopia because of frequent natural calamities – especially droughts – that lead to significant price hikes. Conversely, falling domestic prices of some cereals (especially maize), typically at harvest time, can be detrimental to producers who are net sellers. Price stabilization efforts are therefore an important consideration for Ethiopian policy makers. This paper sheds light on options for cereal price stabilization in Ethiopia drawing on experiences of other developing countries. The international experience in food price stabilization shows that while some countries have achieved success, the efforts of many others have actually destabilized market prices at great fiscal cost. We assess the extent to which price stabilization efforts in Ethiopia were effective during the major El Niño induced drought of 2015/16 and find that opportunities were missed to enhance food security and consumer welfare through permitting private sector imports in order to curtail the rise in cereal prices and to reduce fiscal costs for the government and donors.
Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
Ethiopia has witnessed significant reductions in child mortality, undernutrition, and communicable diseases, but more substantial and faster progress is still needed. The rise in obesity and in noncommunicable diseases, particularly in urban areas, is alarming and requires urgent policy and programmatic attention. Unhealthy diets drive both undernutrition and obesity and are the underlying cause of significant proportion of both communicable and non-communicable diseases. Maintaining the relatively high breastfeeding practices and increasing the diversity of diets will be critical to improving nutrition in Ethiopia. Implementation of effective nutrition messaging that shapes consumer behavior to adopt healthy dietary patterns, while bridging gaps in both the reach and the quality of such messaging is warranted. The health extension program, which is the cornerstone of the transformation of the health sector, may need to be redesigned in a way that improves its reach and the quality of the services it provides and minimizes the risk of burnout of frontline health workers. Interventions focusing on making healthy diets available, affordable, and accessible are urgently needed.
New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.
This book investigates the role of social protection amongst African pastoral and agro-pastoral communities, with a particular focus on Ethiopia. Based on rigorous empirical research, this book assesses the successes, failures, prospects and lessons learned from Africa’s largest social security intervention: Ethiopia’s Productive Safety Net Programme. It goes beyond an analysis of immediate impacts, exploring factors such as highland-lowland interactions, rural-urban linkages, economic diversification, the role of youth, indigenous safety nets and social capital. Special attention is given to gender-responsive social protection measures and to the circumstances brought about by the COVID-19 pandemic. Overall, the book demonstrates the value of indigenous knowledge systems and local institutions in contributing to the design of more effective safety net programmes and disaster responses and in helping people to build resilience and cope with shocks. At a time when social protection is gaining prominence in contemporary development discourse, this book will be of interest to development practitioners.
We study the role of a multifaceted ultra-poor graduation program in protecting household wellbeing and women’s welfare from the effects of localized droughts in Ethiopia. We use data from a large experimental trial of an integrated livelihood and nutrition intervention that supplemented the consumption support provided by Ethiopia’s Productive Safety Net Program (PSNP), conducted within a sample in which all households were beneficiaries of the PSNP. We match three rounds of household survey data to detailed satellite weather data to identify community-level exposure to droughts. We then exploit random assignment to the graduation program to evaluate whether exposed households show heterogeneous effects of drought on household food security and livestock holdings, women’s diets and nutritional status, and prevalence of intimate partner violence (IPV). We find that droughts have substantial negative effects on these outcomes, but the intervention serves to consistently moderate these effects, and for some outcomes (particularly diets and nutrition and IPV), the intervention fully protects households from any adverse drought affects. A further analysis exploits variation across treatment arms that received different program elements and suggests that the primary mechanism is enhanced household savings.
The El Nino Southern Oscillation (ENSO) weather event of 2015/16 caused severe drought conditions in northern and central Ethiopia affecting the welfare of millions of farmers in late 2015 and early 2016. Using nationally representative panel data collected in 2012 and 2016 and recent advances in the difference-indifferences literature, this paper explores the effects of the 2015/16 drought and the potential role of irrigation in reducing the adverse effects of the drought. We find that the drought caused, on average, a 37 percent reduction in net annual crop income, an 8 percent decline in area cultivated, a 3 percent decline in household dietary diversity score, and a 10 percent decline in the share of harvest sold for rainfed farmers. On the other hand, irrigating farmers affected by the drought managed to increase their daily expenditures by 72 percent of their average daily food expenditure in the pre-drought period, and maintained their net crop income, size of cultivated land, household dietary diversity, and share of harvest sold to the market. Overall, while rainfed agricultural producers suffered sharp declines in welfare, those farmers with access to irrigation maintained their economic status. The results suggest that irrigation protected farmers from the adverse effects of the 2015/16 ENSO event and given increasing climate variability in Ethiopia, the government should intensify its investment and support to irrigation development in the country.
