San Diego and Tijuana are the site of a national border enforcement spectacle, but they are also neighboring cities with deeply intertwined histories, cultures, and economies. In Unequal Neighbors, Kristen Hill Maher and David Carruthers shift attention from the national border to a local one, examining the role of place stigma in reinforcing actual and imagined inequalities between these cities. Widespread "bordered imaginaries" in San Diego represent it as a place of economic vitality, safety, and order, while stigmatizing Tijuana as a zone of poverty, crime, and corruption. These dualisms misrepresent complex realities on the ground, but they also have real material effects: the vision of a local border benefits some actors in the region while undermining others. Based on a wide range of original empirical materials, the book examines how asymmetries between these cities have been produced and reinforced through stigmatizing representations of Tijuana in media, everyday talk, economic relations, and local tourism discourse and practices. However, both place stigma and borders are subject to contestation, and the book also examines "debordering" practices and counter-narratives about Tijuana's image. While the details of the book are particular to this corner of the world, the kinds of processes it documents offer a window into the making of unequal neighbors more broadly. The dynamics at the Tijuana border present a framework for understanding how inequalities that manifest in cultural practices produce asymmetric borders between places.
In December 1941, German police and their local collaborators shot 2,749 Jews at the beach in Sķēde, near Liepāja, Latvia. Twelve photographs were taken at the scene. These now-infamous images show people in extreme distress, sometimes without clothing. Some capture the very moments when women and children confronted their imminent deaths, while others show their dead bodies. They are nearly unbearable to look at--so why should we? Because of this changed landscape, this book makes an important contribution to seeking fresh pathways toward an ethical practice of living together in light of past agonies and current conflicts. Within the specific context of working with groups in conflict, this book urges for an (ethical) posture of unsettling empathy. Empathy, which plays a vital role in these processes, is a complex and complicated phenomenon that is not without its critics who occasionally alert us to its dark side. The term empathy needs a qualifier to distinguish it from related phenomena such as pity, compassion, sympathy, benign paternalism, idealized identification, or voyeuristic appropriation. The word “unsettling” is just this crucial ingredient without which I would hesitate to bring empathy into our conversation.

ACCLAIMED NOVEL WITH COMPELLING TREATMENT OF GENDER ROLES, AND THE EFFECTS OF CIVIL WAR Najwa Barakat’s Oh, Salaam! (Yaa Salaam!, Arabic, 1999) tells the story of three friends whose lives are transformed by their participation in the inhuman civil war of some unnamed Arab country—and by their relationship with the novel's anti-heroine, Salaam. Two of the friends live to see the arrival of peace, but they struggle to make a life for themselves in a society that has no need for former militiamen. Meanwhile, the death of the third, Salaam’s fiancé, remains a mystery until the closing pages of the novel. Some scenes recall No Exit as the three main characters use and torment each other. In others, their cruelty and coarse behavior is reminiscent of the antisocial counterculture of Clockwork Orange. Initially repulsed, the reader is drawn to discover whether any of the characters will succeed in finding love, making it rich, or getting out of the country alive. The fast-reading plot is shocking throughout, yet it generates a compelling fascination to observe the ultimate consequences of violence and sexual exploitation. The depictions of civil war, torture, oppressive gender roles, and sexual exploitation are challenging to read, but unfortunately they remain very relevant. Oh, Salaam! has been translated into Italian and French. Both the original and the translations alike have received the praise of critics for the novel's compelling treatment of antisocial characters, gender roles, and the effects of civil war.
