Terrorists perform terrible acts. They maim, mutilate and kill in pursuit of their goals. The horrifying events of 9/11 and the regular suicide bombings around the world have made terrorism one of the central preoccupations of the twenty-first century. But what is the distinctive wrong of terrorism? Criminal acts such as murder and hijacking are already on the moral statute books, so why is it that we regard terrorists as different from and morally worse than ordinary killers and kidnappers? Some see terrorism is an ideology, others claim it is a deep-seated social or psychological failing, others that it is a form of fighting unfairly judged by just-war standards. In this provocative new book, Robert Goodin puts forward the view that terrorism is, in fact, a deliberate tactic of frightening people for socio-political gain. Fear affects peoples ability to reason clearly and undermines their capacity for autonomous self-government. In this way, Goodin contends that terror is not only the weapon of organizations such as al-Qaeda; it also benefits democratic politicians who profit from the climate of insecurity induced by terrorist threats and violence. Political figures conducting a campaign of fear as part of their war on terrorism may therefore be committing wrongs akin to those of terrorists themselves. This, Goodin argues, is what is distinctively wrong with terrorism in the contemporary world.
The Oklahoma City bombing, intentional crashing of airliners on September 11, 2001, and anthrax attacks in the fall of 2001 have made Americans acutely aware of the impacts of terrorism. What is terrorism? What ought we to do about it? And why is it wrong? We think we have clear answers to these questions. But acts of violence, like U.S. drone strikes that indiscriminately kill civilians, and mass shootings that become terrorist attacks when suspects are identified as Muslim, suggest that definitions of terrorism are always contested. In Genealogies of Terrorism, Verena Erlenbusch-Anderson rejects attempts to define what terrorism is in favor of a historico-philosophical investigation into the conditions under which uses of this contested term become meaningful. The result is a powerful critique of the power relations that shape how we understand and theorize political violence. Tracing discourses and practices of terrorism from the French Revolution to late imperial Russia, colonized Algeria, and the post-9/11 United States, Erlenbusch-Anderson examines what we do when we name something terrorism. This book presents a definition of terrorism that is broad and descriptive and much needed to prevent misunderstanding. The book identifies the features that make terrorism ‘wrong’, including coerciveness, the violation of rights and undermining of trust. Next, it evaluates reasons given for terrorism such as the protection of human rights and the liberation of oppressed groups as not normally justified. Following this, the book identifies and evaluates international responses to terrorism, taking into account General Assembly and Security Council resolutions, United Nations conventions and criminalization in international law. It also looks at national responses which often take the shape of surveillance, detention, interrogation, trials, targeted killings, intrusion and invasion. Finally, the book discusses how, if at all, the moral norms of personal morality apply to the actions of nation states.​
What is terrorism? How is it different from other kinds of political violence? Why exactly is it wrong? Why is war often thought capable of being justified? On what grounds should we judge when the use of violence is morally acceptable? It is often thought that using violence to uphold and enforce the rule of law can be justified, that violence used in self-defense is acceptable, and that some liberation movements can be excused for using violence--but that terrorism is always wrong. How persuasive are these arguments, and on what bases should we judge them? How Terrorism is Wrong collects articles by Virginia Held along with much new material. It offers a moral assessment of various forms of political violence, with terrorism the focus of much of the discussion. Here and throughout, Held examines possible causes discussed, including the connection between terrorism and humiliation. Held also considers military intervention, conventional war, intervention to protect human rights, violence to prevent political change, and the status and requirements of international law. She looks at the cases of Rwanda, Kosovo, Iraq, and the Israeli/Palestinian conflict. Finally, she explores questions of who has legitimate authority to engage in justifiable uses of violence, whether groups can be responsible for ethnic violence, and how the media should cover terrorism. Held discusses appropriate ways of engaging in moral evaluation and improving our moral recommendations concerning the uses of violence. Just war theory has been developed for violence between the military forces of conflicting states, but much contemporary political violence is not of this kind. Held considers the guidance offered by such traditional moral theories as Kantian ethics and utilitarianism, and also examines what the newer approach of the ethics of care can contribute to our evaluations of violence. Care is obviously antithetical to violence since violence destroys what care takes pains to build; but the ethics of care recognizes that violence is not likely to disappear from human affairs, and can offer realistic understandings of how best to reduce it.
