The year 2018 marks the twentieth anniversary of the signing of the Belfast Agreement that initiated an uneasy peace in Northern Ireland after the forty years of the Troubles. The last twenty years, however, has still not been sufficient time to satisfactorily resolve the issue of how to deal with the events of the conflict and the dissonant heritages that both gave rise to it and were, in turn, fuelled by it. With contributions from across the UK and Europe, Heritage after Conflict brings together a range of expertise to examine the work to which heritage is currently being put within Northern Ireland. Questions about the contemporary application of remembering infiltrate every aspect of heritage studies, including built heritages, urban regeneration and planning, tourism, museum provision and intangible cultural heritages. Angkor, Cambodia’s only World Heritage Site, is enduring one of the most crucial, turbulent periods in its twelve hundred year history. Given Cambodia’s need to restore its shattered social and physical infrastructures after decades of violent conflict, and with tourism to Angkor increasing by a staggering 10,000 per cent in just over a decade, the site has become an intense focal point of competing agendas. Angkor’s immense historical importance, along with its global prestige, has led to an unprecedented influx of aid, with over twenty countries together donating millions of dollars for conservation and research. For the Royal Government however, Angkor has become a ‘cash-cow’ of development. Post-conflict Heritage, Postcolonial Tourism critically examines this situation and locates Angkor within the broader contexts of post-conflict reconstruction, nation building, and socio-economic rehabilitation. Based on two years of fieldwork, the book explores culture, development, the politics of space, and the relationship between consumption, memory and identity to reveal the aspirations and tensions, anxieties and paradoxical agendas, which form around a heritage tourism landscape in a post-conflict, postcolonial society. The human cost in any conflict is of course the first care in terms of the reduction, if not the elimination of damage. However, the destruction of archaeology and heritage as a consequence of civil and international wars is also of major concern, and the irreversible loss of monuments and sites through conflict has been increasingly discussed and documented in recent years. Post-Conflict Archaeology and Cultural Heritage draws together a series of papers from archaeological and heritage professionals seeking positive, pragmatic and practical ways to deal with conflict-damaged sites. Conflict, Heritage and World-Making in the Chaco documents and interprets the physical remains and afterlives of the Chaco War (1932–35) – known as South America’s first ‘modern’ armed conflict – in what is now present-day Paraguay. It focuses not only on archaeological remains as conventionally understood, but takes an ontological approach to heterogeneous assemblages of objects, texts, practices and landscapes shaped by industrial war and people’s past and present engagements with them. These assemblages could be understood to constitute a ‘dark heritage’, the debris of a failed modernity. Yet it is clear that they are not simply dead memorials to this bloody war, but have been, and continue to be active in making, unmaking and remaking worlds – both for the participants and spectators of the war itself, as well as those who continue to occupy and live amongst the vast accretions of war matériel which persist in the present.

The massive intentional destruction of cultural heritage during the 1992-1995 Bosnian War targeting a historically diverse identity provoked global condemnation and became a seminal marker in the discourse on cultural heritage. It prompted an urgent reassessment of how cultural property could be protected in times of conflict and led to a more definitive recognition in international humanitarian law that destruction of a people's cultural heritage is an aspect of genocide. Yet surprisingly little has been published on the subject. This wide-ranging book provides the first comprehensive overview and critical analysis of the destruction of Bosnia-Herzegovina's cultural heritage and its far-reaching impact. Scrutinizing the responses of the international community during the war (including bodies like UNESCO and the Council of Europe), the volume also analyses how, after the conflict ended, external agendas impinged on heritage reconstruction to the detriment of the broader peace process and refugee return. This book analyses the current legal framework seeking to protect cultural heritage during armed conflict and discusses proposed and emerging paradigms for its better protection. Cultural heritage has always been a victim of conflict, with monuments and artefacts frequently destroyed as collateral damage in wars throughout history. In addition, works of art have been viewed as booty by victors and stolen in the aftermath of conflict. However, deliberate destruction of cultural sites and items has also occurred, and the Intentional destruction of cultural heritage has been a hallmark of recent conflicts in the Middle East and North Africa, where we have witnessed unprecedented, systematic attacks on culture as a weapon of war. In Iraq, Syria, Libya, Yemen, and Mali, extremist groups such as ISIS and Ansar Dine have committed numerous acts of iconoclasm, deliberately destroying heritage sites, and looting valuable artefacts symbolic of minority cultures. This study explores how the international law framework can be fully utilised in order to tackle the destruction of cultural heritage, and analyses various paradigms which have recently been suggested for its better protection, including the Responsibility to Protect paradigm and the peace and security paradigm. The Heritage of War is an interdisciplinary study of the ways in which heritage is mobilized in remembering war, and in reconstructing landscapes, political systems and identities after conflict. It examines the deeply contested nature of war heritage in a series of places and contexts, highlighting the modes by which governments, communities, and individuals claim validity for their own experiences of war, and the meanings they attach to them. From colonizing violence in South America to the United States’ Civil War, the Second World War on three continents, genocide in Rwanda and continuing divisions in Europe and the Middle East, these studies bring us closer to the very processes of heritage production. The Heritage of War uncovers the histories of heritage: it charts the constant social and political construction of heritage sites over time, by a series of different agents, and explores the continuous reworking of meaning into the present. What are the forces of contingency, agency and political power that produce, define and sustain the heritage of war? How do particular versions of the past and particular identities gain legitimacy, while others are marginalised?
