Marine Conservation Zones can protect our seas from over-fishing and give species and habitats space to recover, ultimately benefiting people whose livelihoods depend on healthy seas. But the Government has been too slow in creating these Zones, and it has failed to get coastal communities and fishermen on board. It is now well over four years since the launch of the programme, yet only 27 of the 127 sites recommended by independent project groups have been designated. Budget reductions at DEFRA mean the Government is currently unable to demonstrate that the Marine Management Organisation - the public body charged with managing the zones - will have the resources needed to manage and enforce the MCZs. The Government must set out a strategy for the management of the 27 MCZs and management plans for individual Zones to demonstrate that they can be enforced. MPs are calling on the Government to bring forward the MCZ programme, so that more Zones are designated in the next phase, due in 2015. Ministers should follow a precautionary principle approach to designating new Zones, according to the Committee, and use the 'best available' data rather than applying the more stringent evidence standards recently introduced by the Government - which require data that is much harder and more expensive to obtain

This book presents a novel examination of Marine Protected Areas within a security context, bridging science, policy, and geopolitics, and addressing the often-under-emphasized aspect of environmental justice. The book argues that Marine Protected Areas (MPAs) are not only a critical tool for protecting marine biodiversity in a changing climate, but they also play an important role at the intersection of geopolitics and environmental justice, and they provide a case study of environmental governance at the science-policy interface. The book takes an interdisciplinary and critical approach and builds on the author's two decades of experience working in this field. Geopolitically, it explores the ways in which MPAs provide footprints for influence and access to resources far from home for nations with overseas territories. MPAs also raise important issues connected to equity, environmental justice, and social justice, including access to resources and participation in environmental decision-making processes, key aspects for achieving long-term conservation goals. The book also demonstrates how MPAs are a critical lens for understanding how policy makers cope with scientific uncertainty, and the necessity of well-designed and precautionary science advisory processes. While the ecological contribution of MPAs is paramount, social issues and geopolitical considerations are often less obvious in the discourse underpinning MPAs, and the resulting tensions can undermine long-term conservation objectives. By applying the three lenses of geopolitics, environmental justice and science, this book provides key insights to help the international community moving past the 2030 biodiversity targets and beyond, towards a future of meaningful, equitable, and effective conservation approaches. Emissions of a number of airborne pollutants increased in 2013, after being steady between 2010 and 2012 and in a longer term decline before that. The UK failed to meet targets for nitrogen dioxide pollution in 34 of the 43 zones specified in the EU Ambient Air Quality Directive in 2012, resulting in the European Commission launching infraction proceedings against the UK in February 2014 in regard to 16 zones that would not be compliant by 2015. The Committee's report recommends an overarching Environmental Strategy be implemented, to set out strategic principles and good practices; facilitate discussion between central and local government and identify how they can work together and with the wider community; encompass clear environmental assessments; identify work required to fill data gaps in assessments; map appropriate policy levers to environmental areas; and set out how environmental and equality considerations will be addressed in policy areas across Government. The report concludes that the Government should set up an independent body-an 'Office for Environmental Responsibility'-to (i) review the Environment Strategy we advocate; (ii) advise Government on appropriate targets; (iii) advise Government on policies, both those in Government programmes and new ones that could be brought forward to support the environment; (iv) advise Government about the adequacy of the resources (in both central and local government) made available for delivering the Strategy; and (v) monitor and publish performance against the Strategy and its targets.
Where LNPs have been successful, they have demonstrated the benefits of local engagement, harnessing enthusiasm in finding solutions to local priorities. Where they have not been successful, the solution is not to impose additional tasks but to re-energise the unfocussed local commitment. Many LNPs are starved of funding and resources, meaning much of the good work in getting them up and running, is being undone. The whole country-urban as well as rural-need the natural environment protections that LNPs can provide. Rather than leave under-performing LNPs to wither away, the next Government should urgently review LNPs and their funding, and re-energise the initiative.

This is a new edition of the classic textbook on marine protected area (MPA) management in the tropics, originally produced as an output of the Bali World Parks Congress in 1982. Approaches to planning and managing MPAs have evolved considerably. Major advances include innovative financing mechanisms, partnerships with the private sector and NGOs, and collaborative management between government and coastal communities. These advances have brought new approaches for MPA establishment and management that are more participatory, involving communities through interaction and collaboration rather than prescription. With new case studies and illustrations, the guide comes in a water-resistant cover for field use. It is intended for those who plan individual and/or national MPA systems and gives philosophical context for MPAs along with some basic principles and approaches.
This book began life as a series of lectures given to second and third year undergraduates at Oxford University. These lectures were designed to give students insights as to how marine ecosystems functioned, how they were being affected by natural and human interventions, and how we might be able to conserve them and manage them sustainably for the good of people, both recreationally and economically. This book presents 10 chapters, beginning with principles of oceanography important to ecology, through discussions of the magnitude of marine biodiversity and the factors influencing it, the functioning of marine ecosystems at within trophic levels such as primary production, competition and dispersal, to different trophic level interactions such as herbivory, predation and parasitism. The final three chapters look at the more applied aspects of marine ecology, discussion fisheries, human impacts, and management and conservation. Other textbooks covering similar topics tend to treat the topics from the point of view of separate ecosystems, with chapters on reefs, rocks and deep sea. This book however is topic driven as described above, and each chapter makes full use of examples from all appropriate marine ecosystems. The book is illustrated throughout with many full colour diagrams and high quality photographs. The book is aimed at undergraduate and graduate students at colleges and universities, and it is hoped that the many examples from all over the world will provide global relevance and interest. Both authors have long experience of research and teaching in marine ecology. Martin Speight’s first degree was in marine zoology at UCNW Bangor, and he has taught marine ecology and conservation at Oxford for 25 years. His research students study tropical marine ecology from the Caribbean through East Africa to the Far East. Peter Henderson is a Senior Research Associate at the University of Oxford, and is Director of Pisces Conservation in the UK. He has worked on marine and freshwater fisheries, as well as ecological and economic impacts and exploitation of the sea in North and South America as well as Europe.
