India faces an array of national security challenges. Externally, they range from geopolitical tensions and territorial disputes with China and Pakistan, nuclear deterrence, and state-sponsored/backed cross-border terrorism to the internal security issues related to secessionism, counter-insurgency, Naxalism, and ethnic conflict. In recent decades, the national security agenda has been expanded to include issues related to economics, environment, development, and transnational criminal activities. More than two decades of rapid economic growth has also added energy security to the national security matrix. Concomitant with its economic rise, India's national security agenda also includes a more proactive vision for the wider Asian region, including the Indian Ocean, with implications for power projection, and for India's contributions to global peacekeeping missions through the United Nations. This handbook is the first comprehensive analysis of all these national security challenges, traditional and non-traditional, facing India. With contributions from some of the leading and rising scholars from across the world, the essays cover a wide range of topics and issues including the colonial legacy, realist/liberal/constructivist approaches to national security, India's wars, strategic culture, conventional military challenges including issues of military modernization and defence-industrial challenges, nuclear security, the role of space, cybersecurity, terrorism, insurgencies, the role of the intelligence agencies, civil-military relations, and the relationship between national security and state-making in India.

Policing as a global form is often fraught with excessive violence, corruption, and even criminalization. These sorts of problems are especially omnipresent in postcolonial nations such as India, where Beatrice Jauregui has spent several years studying the day-to-day lives of police officers in its most populous state, Uttar Pradesh. In this book, she offers an empirically rich and theoretically innovative look at the great puzzle of police authority in contemporary India and its relationship to social order, democratic governance, and security. Jauregui explores the paradoxical demands placed on Indian police, who are at once routinely charged with abuses of authority at the same time that they are asked to extend that authority into any number of both official and unofficial tasks. Her ethnography of their everyday life and work demonstrates that police authority is provisional in several senses: shifting across time and space, subject to the availability and movement of resources, and dependent upon shared moral codes and relentless instrumental demands. In the end, she shows that police authority in India is not simply a vulgar manifestation of raw power or the violence of law but, rather, a contingent and volatile social resource relied upon in different ways to help realize human needs and desires in a pluralistic, postcolonial democracy. Provocative and compelling, Provisional Authority provides a rare and disquieting look inside the world of police in India, and shines critical light on an institution fraught with moral, legal and political contradictions.

India has the world’s fourth largest military and one of the biggest defence budgets. It asserts its political and military profile in South Asia and the Indian Ocean region. The nation has been in the midst of an ambitious plan to modernize its largely Soviet-era arms since the late 1990s and has spent billions of dollars on latest high-tech military technology. This handbook: canvasses over 60 years of Indian defence policy and the major debates that have shaped it; discusses several key themes such as the origins of the modern armed forces in India; military doctrine and policy; internal and external challenges; and nuclearization and its consequences; includes contributions by well-known scholars, experts in the field and policymakers; and provides an annotated bibliography for further research. Presented in an accessible format, this lucidly written handbook will be an indispensable resource for scholars and researchers of security and defence studies, international relations and political science, as well as for government think tanks and policymakers.

This new handbook provides a comprehensive overview of the issues facing naval strategy and security in the twenty-first century. Featuring contributions from some of the world’s premier researchers and practitioners in the field of naval strategy and security, this handbook covers naval security issues in diverse regions of the world, from the Indian Ocean and the Mediterranean to the Arctic and the piracy-prone waters off East Africa’s coast. It outlines major policy challenges arising from competing claims, transnational organized crime and maritime terrorism, and details national and alliance reactions to these problems. While this volume provides detailed analyses on operational, judicial, and legislative consequences that contemporary maritime security threats pose, it also places a specific emphasis on naval strategy. With a public very much focused on the softer constabulary roles naval forces play (such as humanitarian assistance, disaster relief, naval diplomacy, maintenance of good order at sea), the overarching hard-power role of navies has been pushed into the background. In fact, navies and seapower have been notably absent from many recent academic discussions and deliberations of maritime security. This handbook provides a much-desired addition to the literature for researchers and analysts in the social sciences on the relationship between security policy and military means on, under, and from the sea. It comprehensively explains the state of naval security in this maritime century and the role of naval forces in it. This book will be of much interest to students of naval security and naval strategy, security studies and IR, as well as practitioners in the field.
