This book examines the working procedures of parliamentary party groups within specialised committees - the backstage but primary means for MPs to influence policy. It explains which MPs specialise in particular policy areas, how they make policy choices in committees, and, subsequently, how these individual decisions are aggregated and ‘unified’ within and via parliamentary party groups. In doing so, the book expertly reveals the internal working procedures of parliaments and the role of individual MPs vis-á-vis the parliamentary party group leadership. Based on an analysis of more than 3,000 committee assignments and over 100 in-depth interviews with MPs, it shows that individual experts in committees have a central role and decision-making power which is more varied and decentralised from the leadership than commonly assumed. It demonstrates that most policy decisions are prepared bottom-up rather than dictated top-down and that parliamentary party groups are not strictly hierarchical organisations dominated by elites. This book will be of key interest to scholars and students of legislative and parliamentary studies, representative democracy, comparative politics, and journalists and practitioners within parliaments.
This volume offers an original and theoretically grounded conceptualization and measurement of international parliamentary institutions and their role in ensuring the accountability of regional international organizations. Through a comparative analysis of the establishment, evolution, institutional organization, oversight and policymaking functions of 22 parliamentary institutions, mainly from European, African and Latin American regional international organizations, the book serves a twofold purpose. First, it allows assessment of the extent to which parliamentary institutions have (measurable) influence on the outcome of regional organizations’ decision-making processes. Second, drawing on the literature on new institutionalism and comparative regionalism, the volume investigates the conditions under which the influence of parliamentary institutions is expected to grow, thus advancing the understanding of the variation and development of this poorly explored type of international institution. The book is aimed at scholars of global governance, international organization and comparative regionalism, and will also be of interest to parliamentarians and parliamentary practitioners from national and international institutions.

This book provides an original argument that rejects the idea of national MPs having but one ‘standard’ mode of representation. It acknowledges the national electoral connection, but considers representation beyond national borders. The author empirically investigates such patterns of representation in MPs’ parliamentary speech-making behavior and their attitudes in Austria, Germany, Ireland and the UK. The book analyzes representative claims in parliamentary debates on the Constitutional Treaty, the Lisbon Treaty and the Eurozone crisis, and relies on qualitative interviews with members of the European affairs and budget committees. It finds a Eurosceptic Europeanization in that national MPs from the Eurosceptic left particularly represent other EU citizens.
African legislatures remain understudied, yet democratisation, development and peacebuilding all depend on these key political institutions. This book provides an in-depth analysis of Ethiopia’s parliament, a country of key political and strategic importance to the whole region. In 1931, Ethiopia’s monarchical government introduced a system of parliamentary democracy with seemingly contradictory objectives; it wanted to legitimize its rule in a changing world, and also needed to provide a respectable retirement vocation (as senators and deputies) to sections of the aristocracy it ousted from power. This paradox of recognizing the parliament as essential to modern governance yet deliberately seeking weak institutions that are unable or unwilling to challenge those in power continues to haunt the parliament to this day. Ethiopia continues to struggle to maintain political stability, and the separation of power between government and parliament and a system of checks and balances are yet to substantially flourish. Drawing on extensive original data gathered from interviews and surveys, this book investigates the legal and practical status of federal representative institutions in Ethiopia from 1931 up to and including 2021. It delves into the rules and routines of parliament, its contextually and historically grounded culture of representation, and the techniques of manoeuvring executive bureaucracies. The book also aims to understand the extent of civil dis/engagement and the perceptions and role of citizens in shaping parliament, and how the mandates and functions of individual MPs are also determined by cultural and socio-economic factors such as gender, population, inequality and conflict. This book’s in-depth and original analysis will be of interest to researchers across African studies, politics, development, and governance.
This book explores the nature of parliamentary representation within the autocratic regimes of Kazakhstan and Kyrgyzstan. It argues that although many parliaments are elected under flawed or non-competitive elections, autocratic governments are nevertheless aware of the need to appear representative and accessible to the demands of citizens and that even limited parliaments manage to represent their voters, sometimes in ways not intended by the regime. The book examines how elites structure, manage and organize representation; how they foster the desired kind of representation; and how they limit the ways in which parliaments fulfil their representative functions. The book concludes that Kazakhstan is a more hegemonic form of autocracy and the Kyrgyz Republic a more competitive form and that the degree to which parliaments fulfil their representational functions and how much room for manoeuvre individual MPs have depends largely on how much parties control candidate selection and the daily schedule and administrative resources of parliaments.

The World Bank's has been a leader in the development of these frameworks, stewarding a global multi-stakeholder process aimed at enhancing consensus around parliamentary benchmarks and indicators with international organizations and parliaments across the world. The results so far, some of which are captured in this book, are encouraging: countries as diverse as Australia, Canada, Ghana, Sri Lanka, Tanzania and Zambia have used these frameworks for self-evaluation and to guide efficiency-driven reforms. Donors and practitioners, too, are finding the benchmarks useful as baselines against which they can assess the impact of their parliamentary strengthening programs. The World Bank itself is using these frameworks to surface the root causes of performance problems and explore how to engage with parliamentary institutions in order to achieve better results. The World Bank can identify opportunities to help improve the oversight function of parliament, thus holding governments to account, giving 'voice' to the poor and disenfranchised, and improving public policy formation in order to achieve a nation's development goals. In doing so, we are helping make parliaments themselves more accountable to citizens and more trusted by the public.
