City greening has been heralded for contributing to environmental governance and critiqued for exacerbating displacement and inequality. Bringing these two disparate analyses into conversation, this book offers a comparative understanding of how tensions between growth, environmental protection, and social equity are playing out in practice. Examining Chicago, USA, Birmingham, UK, and Vancouver, Canada, McKendry argues that city greening efforts were closely connected to processes of post-industrial branding in the neoliberal economy. While this brought some benefits, concerns about the unequal distribution of these benefits and greening’s limited environmental impact challenged its legitimacy. In response, city leaders have moved toward initiatives that strive to better address environmental effectiveness and social equity while still spurring growth. Through an analysis that highlights how different varieties of liberal environmentalism are manifested in each case, this book illustrates that cities, though constrained by inconsistent political will and broader political and economic contexts, are making contributions to more effective, socially just environmental governance. Both critical and hopeful, McKendry’s work will interest scholars of city greening, environmental governance, and comparative urban politics.

This is the Committee's eighth report on the sustainable operations on the Government estate. There has been some progress against targets but the Sustainable Development Commission has found that in 2007-08 the Government was not on track to meet its target for the reduction of carbon emissions from its own buildings. The Government was on track to meet its targets for recycling and for the sourcing of electricity from renewable sources, but it performed less well than it had in 2006-07. It must improve the sustainability of its operations each year. The ease with which the Government continues to meet some targets, even when its performance worsens, indicates the urgent need for the Government to set itself more stringent targets. The Government should extend the system of targets and monitoring beyond central government and agencies to the wider public sector, including its outsourced operations. The Government has the potential to drive change in the wider economy through sustainable procurement, through investment in low carbon technologies and by driving the development of "green" skills in the workforce. But the Sustainable Development Commission found that Government performed poorly against its own targets. The Government must use its buying power to drive progress towards a greener economy. Many of the changes to the governance of Government's sustainable operations have been confusing or ineffective. The Government must ensure that there is a clear line of accountability for these matters, and the Cabinet Office Minister responsible must take an active role in overseeing performance management.

Honorable Mention: Labriola Center American Indian National Book Award In Roots of Our Renewal, Clint Carroll tells how Cherokee people have developed material, spiritual, and political ties with the lands they have inhabited since removal from their homelands in the southeastern United States. Although the forced relocation of the late 1830s had devastating consequences for Cherokee society, Carroll shows that the reconstituted Cherokee Nation west of the Mississippi eventually cultivated a special connection to the new land—a connection that is reflected in its management of natural resources. Until now, scant attention has been paid to the interplay between tribal natural resource management programs and governance models. Carroll is particularly interested in indigenous environmental governance along the continuum of resource-based and relationship-based practices and relates how the Cherokee Nation, while protecting tribal lands, is also incorporating associations with the nonhuman world. Carroll describes how the work of an elders’ advisory group has been instrumental to this goal since its formation in 2008. An enrolled citizen of the Cherokee Nation, Carroll draws from his ethnographic observations of Cherokee government–community partnerships during the past ten years. He argues that indigenous appropriations of modern state forms can articulate alternative ways of interacting with and “governing” the environment.
