Subnational political units are growing in influence in national and international affairs, drawing increasing scholarly attention to politics beyond national capitals. In this book, leading Russian and Western political scientists contribute to debates in comparative politics by examining Russia’s subnational politics. Beginning with a chapter that reviews major debates in theory and method, this book continues to examine Russia’s 83 regions, exploring a wide range of topics including the nature and stability of authoritarian regimes, federal politics, political parties, ethnic conflict, governance and inequality in a comparative perspective. Providing both qualitative and quantitative data from 20 years of original research, the book draws on elite interaction, public opinion and the role of institutions regionally in the post-Soviet years. The regions vary on a number of theoretically interesting dimensions while their federal membership provides control for other dimensions that are challenging for globally comparative studies. The authors demonstrate the utility of subnational analyses and show how regional research can help answer a variety of political questions, providing evidence from Russia that can be used by specialists on other large countries or world regions in cross-national scholarship. This book investigates the emergence and working of governance networks in contemporary Russia. Drawing on a case study design, it provides a novel comparison of seven policy issues each investigated across various Russian regions or over time. Its authors reveal that governance networks are a ubiquitous phenomenon emerging in different regime types. It sheds light on how and why state authorities interact with non-state actors and unravels various types, functions and flavours of governance networks in Russia. By precisely tracing how state authorities govern networks under the terms of a hybrid regime, special emphasis is placed on the analysis of ‘meta-governance’ tools. Moreover, the book allows for theorising on governance in an increasingly authoritarian regime and thus can also be read as a unique contribution to research on governance theory in general. Creating a clear analytical framework it reflects the richness of governance theory and offers fresh perspectives on the nature of hybrid and ‘new’ authoritarian regimes. This book explores post-Soviet Eurasian regional security governance, as embedded in the military alliance of Collective Security Treaty Organization (CSTO). CSTO was established in 2002 and consists of six post-Soviet countries: Russia, Belarus, Armenia, Tajikistan, Kazakhstan and Kyrgyzstan. Moving studies of regional security governance beyond the so-called Eurocentrism trend expressed, inter alia, via the focus on Western military alliance, such as NATO, this book examines CSTO as a new, post-Soviet form of regional security cooperation by looking at the reasons and drivers behind the establishment of the post-Soviet Eurasian security governance; the organization's institutional design; the military capabilities of its member states; the degree of the members' integration within the alliance; the cooperation pattern adopted by CSTO members; as well as the effect and effectiveness of this military alliance.
In Local Heroes, Kathryn Stoner-Weiss analyzes a crucial aspect of one of the great dramas of modern times--the reconstitution of the Russian polity and economy after more than seventy years of communist rule. This is the first book to look comprehensively and systematically at Russia's democratic transition at the local level. Its goal is to explain why some of the new political institutions in the Russian provinces weathered the monumental changes of the early 1990s better than others. Using newly available economic, political, and sociological data to test various theories of democratization and institutional performance, Stoner-Weiss finds that traditional theories are unable to explain variations in regional government performance in Russia. Local Heroes argues that the legacy of the former economic system influenced the operation of new political institutions in important and often unexpected ways. Past institutional structures, specifically the concentration of the regional economy, promoted the formation of political and economic coalitions within a new proto-democratic institutional framework. These coalitions have had positive effects on governmental performance. For democratic theorists, this may be a surprising conclusion. However, it is possible, as Stoner-Weiss suggests, that the needs of democratic development may be different in the short run than in the long run. The "local heroes" of today may be impediments to the further development of democracy tomorrow. This provocative work, solidly grounded in research and theory, will interest anyone concerned with issues of economic and political transition.
