Despite an array of predictions that Germany's foreign policy would be unable to adapt easily to the postunification, post-Cold War environment, it has in fact remained effective, even as it evolves in response to myriad challenges. Scott Erb analyzes German policy, with an emphasis on the transitions from 1980 to the present. Erb argues that Germany's success in dealing with a rapidly changing world rests on principles of multilateralism and cooperative institution building developed during the Cold War. These principles are especially well suited now, he finds, as interdependence and turbulence bring traditional notions of sovereignty and self-interest into question. The importance of subnational regions to politics, governance, and economic development in Western Europe has long been recognized. However, far less is known about recent steps to introduce a regional level of politics in East Central Europe. Reforms there are part of the larger process of crafting democracy; that is, regional reforms are linked to the economic and political transition away from communism and toward “Europe,” specifically the European Union. Crafting Democracy offers an important comparative analysis of the process and outcomes of region-building in the four Visegrád countries. Jennifer A. Yoder investigates why some but not other post-communist countries chose to introduce a regional level of elected government. In the 1990s, for example, Poland boldly took the lead in regionalization, while the Czech Republic and Slovakia lagged behind. Hungary, meanwhile, declined to create regions. The author argues that these regional reform processes have potentially far-reaching implications for state-society relations, political participation, and policymaking at the domestic level. The emergence of new actors at the subnational level, moreover, creates opportunities for cross-border and European Union–level initiatives.
This book looks into the role and effects of public apologies in international relations. It focuses on two major questions - why and when do states issue apologies for historic crimes and how and under what conditions are these apologies successful in remedying conflictive relationships? In recent years, we have witnessed an unseen popularity of apologies, with numerous politicians, managers and clergymen being eager to apologise and atone for the wrong-doings of their countries or institutions. Public apologies, thus, are a new and highly interesting, while nevertheless still puzzling phenomenon, the precise role and meaning of which in international politics remains to be explored. This book sets out to do exactly this. Focusing in particular on state apologies, it assembles twelve detailed empirical case studies which deal with the two questions raised above. In the first part, the case studies reconstruct the processes in which state representatives react to calls for public atonement, and in the second part the case studies explore the reactions to the apology and evaluate signs for its success or failure. All case studies are based on a theoretical framework which is outlined in the introduction to the book and helps develop tentative assumptions about the emergence and the effects of state apologies, drawing on different strands of literature, such as political science, philosophy, sociology or psychology. This work will be of great interest to students and scholars of conflict reconciliation, international relations and transitional justice.
Using documents only recently available, this pioneering book explores the interaction of German, British, French, and American policy at a time when the great depression and the growing political power of the Nazis had created a European crisis--the only such crisis between 1910 and 1941 in which the United States played a leading role. The author uses contemporary records to rectify the later accounts of such participants as Herbert Hoover, Julius Curtius, and Paul Schmidt. He describes the negotiations of the major powers arising out of the Austro-German plans for a customs union, and relates this problem to the question of terminating reparations and war debts. He shows how the Governor of the Bank of England directed British foreign policy into bitter opposition to France and how the German government sought to exploit the German private debt to Wall Street. Edward Bennett comes to the conclusion that the Br ning government, contrary to widely held opinion, received fully as much help as it deserved, while the Western powers were already showing the disunity and irresponsibility which proved so disastrous in later years. Although primarily a diplomatic history, this book also offers fresh information on pre-Hitler Germany, MacDonald's Britain, the Hoover administration, and the early career of Pierre Laval.
How do political parties affect foreign policy? This book answers this question by exploring the role of party politics as source of foreign policy change in liberal democracies. The book shifts the focus from individual political parties to party systems as the context in which parties’ ideologies receive precise content and their preferences are formed. The central claim is that foreign policy change arises from within transformed discursive contexts of party competition, when a new language of politics that constitutes anew parties’ self-understanding of what they stand for and compete over emerges in a party system. By comparing cases of contested foreign policy change, the book shows how such transformations in party competition determine whether and when international pressures on a state will translate into decisions to institute foreign policy change and what degree of change will be ultimately implemented.
