This book closely examines the turmoil in the German Protestant churches in the immediate postwar years as they attempted to come to terms with the recent past. Reeling from the impact of war, the churches addressed the consequences of cooperation with the regime and the treatment of Jews. In Germany, the Protestant Church consisted of 28 autonomous regional churches. During the Nazi years, these churches formed into various alliances. One group, the German Christian Church, openly aligned itself with the Nazis. The rest were cautiously opposed to the regime or tried to remain noncommittal. The internal debates, however, involved every group and centered on issues of belief that were important to all. Important theologians such as Karl Barth were instrumental in pressing these issues forward. While not an exhaustive study of Protestantism during the Nazi years, A Church Divided breaks new ground in the discussion of responsibility, guilt, and the Nazi past.

This is a study in the pathology of cultural criticism. By analyzing the thought and influence of three leading critics of modern Germany, this study will demonstrate the dangers and dilemmas of a particular type of cultural despair. Lagarde, Langbehn, and Moeller van den Bruck-their active lives spanning the years from the middle of the past century to the threshold of Hitler's Third Reich-attacked, often incisively and justly, the deficiencies of German culture and the German spirit. But they were more than the critics of Germany's cultural crisis; they were its symptoms and victims as well. Unable to endure the ills which they diagnosed and which they had experienced in their own lives, they sought to become prophets who would point the way to a national rebirth. Hence, they propounded all manner of reforms, ruthless and idealistic, nationalistic and utopian. It was this leap from despair to utopia across all existing reality that gave their thought its fantastic quality.
The Great Depression devastated the economies of both Germany and Great Britain. Yet the middle classes in the two countries responded in vastly different ways. German Protestants, perceiving a choice among a Bolshevik-style revolution, the chaos and decadence of Weimar liberalism, and Nazi authoritarianism, voted Hitler into power and then acquiesced in the resulting dictatorship. In Britain, Labour and Tory politicians moved gingerly together to form a National Government that muddled through the Depression with piecemeal reform. In this troubling book about troubled times, Kenneth Barnes looks into the question of how theologians and church leaders contributed to a cultural matrix that predisposed Protestants in these two countries to very different political alternatives. Holding fast to the liberal social gospel, British churchmen diagnosed the problems of the 1920s and the Depression ao solvable and called for genuine reforms, many of which foreshadowed the coming welfare state. German leaders, in contrast, were terrified by the socioeconomic and political problems of the Weimar era and offered no social message or solution. Despairingly, they referred the problems to secular politicians and after 1933 beat the drum for obedience to the Nazi state. Based on extensive research in European archives, especially the rich papers of the interwar ecumenical movement housed at the World Council of Churches in Geneva, this book examines key intellectual figures such as Karl Barth, Paul Tillich, Dietrich Bonhoeffer, and Archbishop William Temple, as well as many lesser known church officials and theologians. Barnes brings to life the intellectual struggles and dilemmas of the interwar period to help explain why good people could, for moral and religious reasons, choose opposing courses of political action.

About the Contributor(s): Paul Tillich (1886-1965), an early critic of Hitler, was barred from teaching in Germany in 1933. He emigrated to the United States, holding teaching positions at Union Theological Seminary, New York (1933-1955); Harvard Divinity School (1955-1962); and the University of Chicago Divinity School (1962-1965). Among his many books are Theology of Culture, Dynamics of Faith, and the three volumes of Systematic Theology.
The essays in this volume explore continuities and changes in the role of philanthropic organizations in Europe and North America in the period around the French Revolution. They aim to make connections between research on the early modern and late modern periods, and to analyze policies towards poverty in different countries within Europe and across the Atlantic. Cunningham and Innes highlight the new role for voluntary organizations emerging in the late eighteenth century and draws out the implications of this for received accounts of the development of welfare states.
Germany today has one of the lowest incarceration rates in the industrialized world, and social welfare principles play an essential role at all levels of the German criminal justice system. Warren Rosenblum examines the roots of this social approach to criminal policy in the reform movements of the Wilhelmine and Weimar periods, when reformers strove to replace state institutions of control and incarceration with private institutions of protective supervision. Reformers believed that private charities and volunteers could diagnose and treat social pathologies in a way that coercive state institutions could not. The expansion of welfare for criminals set the stage for a more economical system of punishment, Rosenblum argues, but it also opened the door to new, more expansive controls over individuals marked as "asocial." With the reformers' success, the issue of who had power over welfare became increasingly controversial and dangerous. Other historians have suggested that the triumph of eugenics in the 1890s was predicated upon the abandonment of liberal and Christian assumptions about human malleability. Rosenblum demonstrates, however, that the turn to "criminal biology" was not a reaction against social reform, but rather an effort to rescue its legitimacy.
