This book forwards Assam (and Northeast India) as a specific location for studying operations of gendered power in multi-ethnic, conflict-habituated geopolitical peripheries globally. In the shifting and relational margins of such peripheral societies, power and agency are constantly negotiated and in flux. Notions of masculinity are redefined in an interlaced environment of militarization, hyper-masculinization, and gendered violence. These interconnections inform victimhood and agency among the most vulnerable marginalized constituencies – namely, women and migrants. By centering the marginalized in its inquiry, the book analyzes obstacles to achieving positive, organic peace based on cooperation and mutual healing. The tools used to perpetuate an endless cycle of violence that makes conflict a habit – a way of life – are identified in order to enable resistance against them from within the margins. Such resistance must be based on reflexivity and strategic, cautious radicalism. This involves critically interrogating the inherent connections between engendered pasts and feminist futures, local changes and global contexts, as well as between small, incremental changes and big shifts impacting entire societies, nations, and global orders. This book will be of much interest to students of ethnic conflict, conflict resolution, feminist peace, and Asian/South Asian politics.
In 1999, after 24-years of violent military occupation by Indonesian forces, the small country of Timor-Leste became host to one of the largest UN peace operations. The operation rested on a liberal paradigm of statehood, including nascent ideas on gender in peacebuilding processes. This book provides a critical feminist examination of the form and function of a gendered peace in Timor-Leste. Drawing on policy documents and field research in Timor-Leste with national organisations, international agencies and UN staff, the book examines gender policy with a feminist lens, exploring and developing a more complex account of ‘gender’ and ‘women’ in peace operations. It argues that gendered ideologies and power delimit the possibilities of building a gender-just peace, and contributes deep insight into how gendered logics inform peacebuilding processes, and specifically how these play out through the implementation of policy that explicitly seeks to reorder gender relations at sites in which peace operations deploy. By utilising a single case study, the book provides space to examine both international and national discourses, and contextualises its analysis of Women, Peace and Security within local histories and contexts. This book will be of interested to scholars and students of gender studies, global governance, International Relations, and security studies.
This volume contributes to the growing literature on women, conflict and peacebuilding by focusing on the moments after a peace accord, or some other official ending of a conflict, often denoted as ‘post-conflict’ or ‘post-war’. Such moments often herald great hope for holding to account those who committed grave wrongs during the conflict, and for a better life in the future. For many women, both of these hopes are often very quickly shattered in starkly different ways to the hopes of men. Such periods are often characterized by violence and insecurities, and the official ending of a war often fails to bring freedom from sexual violence for many women. Within such a context, efforts on the part of women, and those made on their behalf, to hold to account those who commit crimes against them, and to access their rights are difficult to make, are often dangerous, and are also often deployed with little effect. Gendered Peace explores international contexts, and a variety of local ones, in which such struggles take place, and evaluates their progress. The volume highlights the surprising success in the development of international legal advances for women, but contrasts this with the actual experience of women in cases from Sierra Leone, Rwanda, South Africa, Afghanistan, Bangladesh, East Timor, Peru, Central America and the Balkans.'

In Responsibility to Protect and Women, Peace and Security: Aligning the Protection Agendas, editors Sara E. Davies, Zim Nwokora, Eli Stamnes and Sarah Teitt address the intersections of the Responsibility to Protect (R2P) principle and the Women, Peace, and Security (WPS) agenda. This book examines how gendered agency emerges in peacebuilding contexts. It develops a feminist critique of the international peacebuilding interventions, through a study of transitional justice policies and practices implemented in Bosnia & Herzegovina, and local activists’ responses to official discourses surrounding them. Extending Nancy Fraser’s tripartite model of justice to peacebuilding contexts, the book also advances notions of recognition, redistribution and representation as crucial components of gender-just peace. It argues that recognising women as victims and survivors of conflict, achieving a gender-equitable distribution of material and symbolic resources, and enabling women to participate as agents of transitional justice processes, are all essential for transforming the structural inequalities that enable gender violence and discrimination to materialise before, during, and after conflict. This study establishes a new avenue of analysis for understanding responses and resistances to international peacebuilding, by offering a sustained engagement with feminist social and political theory.
Sex and World Peace unsettles a variety of assumptions in political and security discourse, demonstrating that the security of women is a vital factor in the security of the state and its incidence of conflict and war. The authors compare micro-level gender violence and macro-level state peacefulness in global settings, supporting their findings with detailed analyses and color maps. Harnessing an immense amount of data, they call attention to discrepancies between national laws protecting women and the enforcement of those laws, and they note the adverse effects on state security of abnormal sex ratios favoring males, the practice of polygamy, and inequitable realities in family law, among other gendered aggressions. The authors find that the treatment of women informs human interaction at all levels of society. Their research challenges conventional definitions of security and democracy and shows that the treatment of gender, played out on the world stage, informs the true clash of civilizations. In terms of resolving these injustices, the authors examine top-down and bottom-up approaches to healing wounds of violence against women, as well as ways to rectify inequalities in family law and the lack of parity in decision-making councils. Emphasizing the importance of an R2PW, or state responsibility to protect women, they mount a solid campaign against women's systemic insecurity, which effectively unravels the security of all.

The twenty-­first century has brought with it a shift from the notion of human security being located in secure national borders to the need to secure the safety, freedom, and dignity of all. Despite efforts to equalize women’s status in the world evidenced by changes in many international projects requiring a gender focus, women and men experience most of the world in very different ways according to gender. Further, the reality is that humans who do not all fall neatly into one of these categories – male or female – often find their lives further challenged. In the 1980s, Peace and Conflict Studies first began to acknowledge and study the different experiences males and females have during war and peace. Since then, there have been books about women and war, women working at grassroots levels to build peace, women and transitional justice, women and peace education, and women’s views of human security. All of these works have contributed to the discourse of our changing world. This book brings together some of those themes and voices and adds more with the final product being more than the sum of its parts. We add to the conversation a book that considers foundational/fundamental issues that span from the interpersonal to the global. Many of the chapters describe empirical research completed with author and community, shared here for the first time. Part One is a collection of case studies, documenting challenges and responses to peacebuilding by women from various parts of the world. Part Two focuses on Peace and Conflict Studies (PACS) as a discipline, examining not only what is, but also what should be taught. This section critiques today’s efforts at teaching Peace and Conflict Studies and provides suggestions of how this important work might be shared in more open and equitable ways. Part Three enters territory found even less in the PACS literature. In this section our authors confront patriarchy, engage in a discussion about the contribution queer theory makes to PACS, and tussle with the notion of inclusivity with considerations of both gender and disability. It then ends with a discussion about the contribution feminist methodologies make to PACS.
