Recent operations in Iraq, Afghanistan, and other locations around the world have highlighted the need for U.S. forces to train as they intend to fight. Military training ranges provide the primary means to accomplish this goal. Because the military faces obstacles in acquiring new training lands, the preservation and sustainment of its current lands are a priority. Sustainable training range management focuses on practices that allow the military to manage its ranges in a way that ensures their usefulness well into the future. This report reviews DoD¿s assessment of current and future training range requirements and evaluation of the adequacy of DoD¿s current range resources to meet those requirements. "The difficult and continually evolving operations in Iraq and Afghanistan show the complexities of what is now termed irregular warfare and highlight the need for new approaches to the security challenges with which the United States is now contending and will likely confront in the future. The research reported in this monograph focused on answering a rather straightforward, but thus far largely unanswered, question: What can the U.S. military learn from other militaries about how better to prepare for full-spectrum operations and deployments? To this end, RAND was asked by the OSD for Personnel and Readiness to examine the militaries of China, France, the UK, India, and Israel."--P. xiii.
Recent operations in Iraq, Afghanistan, and other locations around the world have highlighted the need for U.S. forces to train as they intend to fight. DoD training ranges and operating areas are required to be managed and operated to support their long-term viability and utility to meet the national defense mission. Sustainable training range mgmt. focuses on the practices that allow the military to manage its ranges in a way that ensures their usefulness well into the future. This audit discusses: (1) the extent to which DoD's 2008 sustainable ranges report and training range inventory address the elements of section 366; and (2) opportunities for DoD to further improve its sustainable ranges report. This research frames a strategic approach to reserve joint officer management that addresses the requirements for, and the supply of, joint officers in the reserve component, and also accounts for the unique constraints and challenges involved in joint officer management for reserve active-status list officers. Because the work required of many reservists is becoming increasingly joint, the need for a systematic examination of how reserve active-status list officers are trained and developed in joint matters is becoming more and more urgent-especially given the dramatic increase in the use of the reserve forces. A strategic approach to joint officer management for reserve active-status list officers must assess the need for officers with prior joint knowledge, experience, and acculturation in certain positions as well as their availability. The authors estimate the supply of joint reserve officers and make several recommendations to help implement a strategic approach to reserve component joint officer management.
U.S. Northern Command (NORTHCOM) exercises to test preparedness to perform its homeland defense and civil support missions. This report assesses the extent to which NORTHCOM is: (1) consistent with Department of Defense (DoD) training and exercise requirements; (2) involving interagency partners and states in its exercises; (3) using lessons learned and corrective actions to improve preparedness; and (4) integrating its exercises with the National Exercise Program (NEP). To do this, the auditor reviewed NORTHCOM and NEP guidance and post-exercise documentation, assessed NORTHCOM compliance, and compared DoD and NEP exercise requirements. Charts and tables.
