In 1980 the Indian software industry was practically non-existent. By the 1990s the industry was one of the largest employers in manufacturing. Similar patterns of growth can be found in other emerging economies. So given that the software industry is commonly viewed as a high-tech industry, how is it that such spectacular growth has occurred in countries where high-tech industries would not seem likely to develop? This book examines the reasons behind this phenomenon, and asks whether it suggests a new model of economic development. The contributors explore the implications of the rise of these newcomers to the software market for the global industry, and whether there are things to be learnt about the role of human capital in economic growth, firm formation and capabilities, business and managerial models, and industry structure.
The debate over offshoring of production, transfer of technological capabilities, and potential loss of U.S. competitiveness is a long-running one. Prevailing thinking is that "the world is flat"â€"that is, innovative capacity is spreading uniformly; as new centers of manufacturing emerge, research and development and new product development follow. This compact history traces the computer industry from its origins in 1950s mainframes, through the establishment of standards beginning in 1965 and the introduction of personal computing in the 1980s. In this book, Dan Breznitz asks why economies of different countries develop in different ways, and his answer relies on the exhaustive research of the comparative experiences of Israel, Ireland, and Taiwan - states that made different choices to nurture the growth of their IT industries. For a century, economists have driven forward the cause of globalization in financial institutions, labour markets, and trade. Yet there have been consistent warning signs that a global economy and free trade might not always be advantageous. Where are the pressure points? What could be done about them? Dani Rodrik examines the back-story from its seventeenth-century origins through the milestones of the gold standard, the Bretton Woods Agreement, and the Washington Consensus, to the present day. Although economic globalization has enabled unprecedented levels of prosperity in advanced countries and has been a boon to hundreds of millions of poor workers in China and elsewhere in Asia, it is a concept that rests on shaky pillars, he contends. Its long-term sustainability is not a given. The heart of Rodrik’s argument is a fundamental 'trilemma': that we cannot simultaneously pursue democracy, national self-determination, and economic globalization. Give too much power to governments, and you have protectionism. Give markets too much freedom, and you have an unstable world economy with little social and political support from those it is supposed to help. Rodrik argues for smart globalization, not maximum globalization.
This book explores the dynamics of global innovation networks and their implications for development. Knowledge is often seen as the main determinant of economic growth, competitiveness and employment. There is a strong causal interaction between capability building and the growth in demand for, and supply of, technical and organizational innovation. This complex of skills, knowledge and innovation holds great potential benefit for development, particularly in the context of developing countries. However, despite evidence of the increasing importance of knowledge and innovation, there has been relatively little research to understand the distribution and coordination of innovation and knowledge-intensive economic activities on a global scale – and what this might mean for economic development. Each chapter – though sharing an underlying conception of innovation systems, innovation networks and their relation to capability-building and development – takes a different theoretical stance. The authors explore the emerging relationship between competence building and the structure of global innovation networks, thus providing a valuable new perspective from which to critically assess their development potential.
