The causes of global warming and its consequences are clear, and the economic impacts of climate change are apparent. Climate change threatens development gains. Extreme weather events have brought severe droughts to Central Asia, heat waves and forest fires to the Russian Federation, and floods to Southeastern Europe. Unchecked emissions will result in rising economic costs and increasing risks to individuals. There is a clear case for all of the world's economies to move to a low-carbon growth path. Yet climate action has been inadequate, especially in the Europe and Central Asia (ECA) region. With prospects of a global climate agreement uncertain, Growing Green: The Economic Benefits of Climate Action identifies the actions that governments in the region can take to reduce the carbon footprints of their economies. Many of these actions will more than pay for themselves, and quickly-especially when indirect benefits such as better health and increased competitiveness are considered. To realize these benefits, policy makers in ECA need to move quickly on three sets of priorities: use energy much more efficiently; gradually move to cleaner energy sources; and increase carbon capture in soils and forests. These actions will require transformations in power generation, industrial production, mobility, city living, and farming and forestry. In the conflict between logging as a material resource and preservation the forests are becoming depleted throughout the world and this depletion is aggravated by the effects of air pollution. The concept of utilization is thus now being expanded to include vital societal values. These issues are nowhere more acute than in Central and Eastern Europe, where obsolete, poorly maintained industrial plant is common. Air pollutant levels are so high that one area has been called the Black Triangle. Timber is required in this region as a building material and logging for fuelwood is practised, giving rise to a complex linkage between industry, energy supply, deforestation, agriculture, value-added forestry products and economic development. This book presents current information on national and regional issues relating to environmental threats to forest land, focusing on: ecology, environment and science; forest ownership and management; forest product utilization; government and public agency roles. The recommendations, action items and the human network needed for regional-level implementation are detailed in `situation', `position' and `state of the art' papers. The final objective is to develop a plan of action to help abate the negative impacts while sustaining or expanding the forests, the economy and the energy sufficiency of the region.
This report summarizes the impacts that the COVID-19 pandemic had during 2020 in the forest sector of the countries in Eastern Europe, the Caucuses and Central Asia (EECCA) (Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russian Federation, Tajikistan, Turkmenistan, Ukraine and Uzbekistan), focusing on production, export, import, consumption, prices and employment of the main wood products: roundwood, sawnwood, wood-based panels, wooden furniture, paper and paperboards. It also covers the recovery measures implemented by EECCA governments. Data from various sources, such as official statistics, international data bases, as well as interviews with forest products companies were used for their views on the impact of COVID-19.
