Forest concessions have been an important element of forestry and forest management in many countries, including developing countries. However, if sustainable management of tropical forests is to be achieved and deforestation brought under control, the allocation, management, and supervision of forest concessions will need to be strengthened. This study examines the failures of forest concessions over the last 20 years, and highlights the potential gains resulting from concentrating on improving procedures, introducing performance incentives, and monitoring key performance elements.
The theme of this paper is that proper pricing supported by new concession policies can encourage and support sustainable management and conservation of the forests of West and Central Africa and finance forest management. Until the forestry departments, which are under-funded and under-equipped, can be strengthened, a simpler system of forest fees that emphasizes bidding and concession fees is recommended. The forest revenue and concession policies proposed involve the following components: annual concession rent, which should be the major revenue source, to replace the multiplicity of forest fees, that are often not collected; competitive bidding system; and replacement of logging concessions by forest management concessions.
This book addresses current global and regional issues concerning the world's forests, societies and the environment from an independent and non-governmental point of view. A main message is that cooperation on a global scale is not only commendable, but essential if solutions to the problems facing the world's forests are to be found. To achieve this, modern science needs to find a clearer picture of relationships between forests, human activity and the environment and of the consequences of environmental change for the ability of societies to survive. Part I, Editorial Perspectives, is analyzing the ongoing globalization processes of forests, societies and the environment. Part II, Society and Environment, reviews worldwide trends with significance for the future of forests and forestry. While the trends are influenced by forest sector issues, that sector is influenced to a much larger extent by external factors - such as demography, urbanization, or technological development. Part III, Importance of Forests, looks at the value of the goods and services of forests; tangible and intangible; market and non-market; and concludes that failure to recognize their full value is one of the crucial impediments to sustainable development. In Part IV, Global Forum, scientists take up global forestry themes - deforestation, trade and the environment, climate change, biodiversity - with the aim of stimulating wider discussion. Part V, Regional Forum, looks at major themes of particular relevance to Africa, Asia-Pacific, Latin America, North America and Europe, such as farm and agroforestry, corruption and concessions, urban forestry and environmental conflicts. Part VI introduces the special theme - forest sectors in transition economies. Teams of scientists from Russia and China focus on the implications of the transition from plan to market economy, illuminating both the very different nature of the forest sector in the two countries and the different transition paths that they have adopted. In the past millennium the entire world has been discovered. In the past half century the contribution of forests to the economy worldwide has been perceived, while only recently have their societal and environmental benefits been globally recognized. Globalization is a demanding process requiring knowledge and information. This book offers knowledge, facts and information – but also values from diverse human and cultural perspectives – about world forests, society and environment to help us towards equity in our use of the global forest, to create a clearer vision on a unasylva.
The international perspective for this book is the unprecedented level of concern over deforestation, recognized by the meeting of world leaders at the 1992 Earth Summit, in Rio do Janeiro, and culminating in the appoint ment of the Intergovernmental Panel on Forests (IPF), under the auspices of the UN Commission on Sustainable Development. The wide range of issues covered by the authors in this volume reflects the breadth of the interna tional debate, from national policies and activist campaigning, through eco nomic and social objectives, to the sustainable management of forest and soil resources. Since the conservation campaigns of the 1980s, the focus of international concern has widened from tropical rain forests to all forest formations, in all regions, with increased recognition of global values and common responsibil ities. However, while forest cover in some temperate countries is increasing, irrational deforestation, at historically unprecedented levels of damage to biodiversity and to other environmental values, remains most acute in tropi cal countries, where the need to use the natural resources for sustainable development is greatest, and the capability weakest. While accepting the urgency of the situation, and the need for greater coherence of action at a global level, the 1997 report of the IPF to the UN Commission emphasized the powers and responsibilities of national governments, and the importance of National Forest Programmes, but with the fuller participation of local communities, and with enhanced access to international assistance.
This report reviews the types of contracts used in the management of public forests. Agreements for forest utilization are analysed along with contracts for the acquisition of goods and services. The study illustrates the importance of an effective institutional and legal framework. The key elements to consider when awarding contracts are detailed, along with valuation, administration and ensuring the terms of the contract are fulfilled. Special attention is given to the importance of awarding contracts through a transparent and competitive process.

The focus of the workshop was on policy and economic issues associated with developing alternativas to slash-and-burn agriculture, since that form of land use is a major cause of tropical deforestation. Particular emphasis is given to the distribution and growth of populations in tropical forest areas, to the effects of shortnend fallow periods, and to opportunities for addressing policy research needs in these areas.
Most African national economies depend on the exploitation of both renewable and non-renewable natural resources for development. Conventional and unconventional exploitation of natural resources has left negative carbon footprints. This has also degraded hotspots across the African continent, impacting negatively on people and the environment. This country case study, part of the Operations Evaluation Department (OED) A Review of the 1991 World Bank Forest Strategy and Its Implementation, evaluates World Bank operations in Cameroon for their consistency with the strategy. The strategic aspects of those operations are judged here on their relevance, effectiveness, efficiency, institutional development, and sustainability. The fundamental objective of the forest policy reform in Cameroon was to establish a transparent, equitable, and sustainable management system for forest resources. The outcome of the reform process was limited, for four reasons. First, the government of Cameroon lacked genuine commitment and the capacity to carry out the reform. Second, key actors in the reform process (particularly foreign logging companies and the parliament) chose to oppose it. Third, partners such as the World Bank failed to devise an implementation strategy compatible with the underlying dynamics of political and socioeconomic changes in Cameroon. Finally, while Cameroon's forest policy is well codified in documents, it is poorly implemented. Although the reforms have led to increased tax revenues and increased the share of GDP attributable to the forest sector, the structural underpinnings of the sector have been little affected. Government agencies in the sector continue to be weak. The international logging companies that dominate the sector continue to have a free hand in the development and use of the forest resources of Cameroon. Local communities were left out of the reform process, despite the declared objective to include them in forest resource management. Overall, the interventions of the Bank inside and outside the forest sector in Cameroon were relevant to its strategic objectives, but they were neither efficacious nor efficient. Because of weak institutional development, the achievements are unlikely to be sustained. The Bank should focus its future reform efforts in Cameroon on the collection and dissemination of relevant and reliable information, working with a larger set of stakeholders, and using more Cameroonian expertise to gain local perspective and build capacity. The success of such an approach hinges on government commitment and the cooperation of other donor countries, including those with timber interests in Cameroon.
