This book identifies the main causes of welfare state system extension, as well as the differences in welfare state system design and their consequences for human behavior and the future financial stability of the systems in place in different parts of Asia. Providing ten in-depth country case studies from across the region, including India, Thailand, China, Hong Kong, Macao, Taiwan and South Korea, as well as Russia, Turkey and Saudi Arabia, the book focuses on the situation of welfare state system development and its financing in some of the largest countries on earth. It addresses previously neglected areas for investigation, such as the causal reasons for welfare state system extension (not only in Asia, but in general), the types of social security systems and their incentive systems in place and the way they chiefly determine behavior—and thus determine the resulting social security needs. For many politicians and observers in the West, East Asia has provided a broad range of positive images of the state's intervention in society. Neoliberals grew excited by popular welfare systems that cost little in expenditure and bureaucracy. Social-democrats thought they had found a model for social cohesion and equality. In fact the reality in East Asia is rather different from these stereotypes. This book sheds light on social policies in six South Asian countries introduced between 2003 and 2013, examining the ways in which these policies have come about, and what this reflects about the nature of the state in each of these countries. Written by a team of internationally respected experts, this book explores the conditions under which social policy, defined as the public pursuit of secure welfare, operates in the poorer regions of the world. Social policy in advanced capitalist countries operates through state intervention to compensate for the inadequate welfare outcomes of the labour market. Such welfare regimes cannot easily be reproduced in poorer regions of the world where states suffer problems of governance and labour markets are imperfect and partial. Other welfare regimes therefore prevail involving non-state actors such as landlords, moneylenders and patrons. This book seeks to develop a conceptual framework for understanding different types of welfare regime in a range of countries in Asia, Latin America and Africa and makes an important contribution to the literature by breaking away from the traditional focus on Europe and North America.
This book presents a new step farther into the twenty-first century, for the first time truly combining a comprehensive global data analysis with social policy theory development. The theory of global ideal-typical welfare regimes, also known as the “Ten Worlds of Welfare Regime Theory”, as set forth earlier by Christian Aspalter, is now in this book tested empirically using a quantitative global data analysis for the first time. The strong and rich results fully vindicated the Ten Worlds Theory. All in all, about 150 countries are included in this test, measuring numerous variables on two main dimensions, i.e., povertization and inequality. The innovative approach of using a new indicator, Aspalter’s Standardized Relative Performance Index, is applied, which facilitated the exact measurements of distances between relative performances of each variable, each dimension, each country, and each ideal-typical welfare regime (in relation to one another, respectively).
