A protection scheme for consumers who have flight problems has been in operation since 1973, called Air Travel Organisers' Licensing (ATOL). However, this scheme does not cover passengers who have purchased tickets directly from scheduled airlines, including both full-service and no-frills airlines. In a previous report (HCP 454-I, session 2002-03; ISBN 0215011996), the Committee judged this practice to be discriminatory and recommended the Government give urgent consideration to this matter. Given that the Civil Aviation Authority is shortly due to present advice to the Government on reform of consumer protection arrangements, following public consultation, the Committee's report examines financial protection for air travellers, including the complexity of the current situation, options for future protection arrangements, costs, methods and timescales, and European legislation.
Changes to ATOL that come into effect today (April 30, 2012) do not go far enough say MPs on the Commons Transport Committee in this new report. Fundamental reform of ATOL - the consumer protection scheme for holidaymakers - is needed. The Committee calls on the Government to clarify its objectives for ATOL reform, to ensure that all passengers and holidaymakers are properly informed of the potential consequences of airline insolvency and the options available to them to obtain financial protection. MPs also recommend that: (i) The Civil Aviation Authority should work with the airlines to develop a code of practice covering information for all consumers making overseas holiday or travel bookings. This must be designed to ensure that passengers understand the risks of being stranded abroad as a result of airline insolvency and are aware of the insurance options available; (ii) The Government undertake research into consumers' views on whether, and in what ways, the ATOL scheme should be extended; (iii) The Government must distinguish between issues related to consumer protection and repatriation cover; (iv) Future reforms should be funded by the travel industry and must provide consumers with informed choices on protection options; (v) ATOL Protection Contributions should be linked to the value of the holiday booking, instead of the current flat rate of £2.50 per passenger.
Air travel has expanded hugely over the past 25 years and in 2005 228 million passengers travelled through UK airports. This report looks at the passenger experience of air travel from purchasing a ticket to boarding the plane, including travel to and from the airport, check-in and security and complaint resolution. It finds that passengers are more frustrated and dissatisfied than ever. More choice has not led to more power, easier purchasing of tickets has not led to greater transparency, security queues are getting longer with rules becoming more convoluted, and consumer rights can be overwhelmed by legal complexity. The Committee look to the aviation industry to work towards a system whereby the passenger can buy a clearly priced ticket, drop off baggage and quickly proceed through security to board a plane staffed by well qualified, polite staff.

In a report out today (HCP 352 session 08/09 ISBN 9780215529206), the House of Commons Transport Select Committee tells education and transport ministers they must do far more to produce a modal shift away from cars towards public transport, dedicated school transport including ’Yellow Buses', walking and safer cycling schemes for British school children. The Transport Committee Chairman Louise Ellman MP says: "Young people deserve safe and affordable travel to education, leisure and employment. The journeys people make when young will influence their preferences and habits in adulthood." Also "Both the Department for Children, Schools and Families and the Department for Transport urgently need to identify how they are going to ensure children and young adults are not denied opportunities because public transport is either inadequate or too costly. In particular, travel should not present a barrier to accessing the new Diploma courses. For similar reasons much more should be done to identify children eligible for free school transport." The Committee recognise in their report that no single model will suit all situations and that car travel to school can be the most suitable method in some circumstances. However, they call on ministers to: provide high quality guidance and examples of best practice to illustrate when a dedicated school bus system is appropriate; top up the Education Maintenance Allowance for students from low income families and extend similar support for young people engaged in the new 14-19 diplomas; do more to encourage local authorities to identify pupils eligible for free school transport; consider the viability of a concessionary scheme offering reduced fares to young people; ensure that the Department for Transport, Department of Health and the Department for Children, Schools and Families work together so that national policy and practical implementation at the local level deliver both value for money and a greater number of joint initiatives that promote walking and cycling; help local authorities address the inherent tension between school choice and travel impact by raising awareness of sustainable school travel issues amongst parents and young people when they are selecting schools; in rural areas, review whether the maximum travel distance under which free transport may be provided allows for sufficient choice of schools; monitor the effectiveness of School Travel Plans. The Committee also calls on local authorities to consider new ways to fund and run innovative schemes that integrate transport, health and educational objectives for school travel.
Harmonisation of law, a term that refers to an effort to bring two different legal traditions in harmony with one another, has developed a rather negative connotation over time when mentioned in the context of Shari’ah and common law. Harmonisation began to be looked at as an attempt by one legal system to impose its values on the other. A major reason for that is the lack of understanding of the scope to which these two legal traditions converge. One of the principal findings of this book is that Shari’ah and common law have many more commonalities than differences. As a result, the need for harmonisation between the two might have been exaggerated. The similarities do not need to be harmonised. Rather, they need to be acknowledged and appreciated. If the differences between Shari’ah and common law, which undoubtedly exist as evidenced in this book, are approached from the position of appreciation for commonalities, the ambiance to reconcile the differences would be more conducive to the harmonisation process which would, in that case, be reflective of compromise. In this report the Competition Commission (CC) formally clears the anticipated travel business joint venture between Thomas Cook, the Co-operative Group (Co-op) and the Midlands Co-operative Society (Midlands). This confirms the provisional findings, that the acquisition will not result in a substantial lessening of competition in any markets in the UK, in particular for customers buying package holidays from high street travel agents. Therefore, customers are unlikely to suffer from significantly higher prices or reduced choice as a result of the joint venture. The joint venture would bring together two of the three largest travel agents on the UK high street. Thomas Cook currently has 780 stores, Co-op 360 and Midlands 100. Thomas Cook will continue to conduct its tour operator business separately from the joint venture.
