We analyze a 1960-96 panel of OECD countries to explain why the US moved from relatively high to relatively low unemployment over the last three decades. We find that while macroeconomic and demographic shocks and changing labor market institutions explain a modest portion of this change, the interaction of these shocks and labor market institutions is the most important factor explaining the shift in US relative unemployment. Our finding of the central importance of these interactions is consistent with Blanchard and Wolfers (2000). We also show that, controlling for country- and time-specific effects, high employment is associated with low wage levels and high levels of wage inequality. These findings suggest that US relative unemployment has fallen in recent years in part because its more flexible labor market institutions allow shocks to affect real and relative wages to a greater degree than is true in other countries. Disaggregating, we find that the employment of both younger and older people fell sharply in other countries relative to the United States since the 1970s, with much smaller differences in outcomes among the prime-aged. In the late 1990s, the US had lower unemployment than our models predict, suggesting exceptionally favorable recent US experience

How immigrants and their descendents fare in the host society and in particular in the labor market is a very important question. This work helps to understand the complex relationship between ethnic or minority groups, the role of ethnic identity and their disparate economic performance.
The study compares the labor market experience of men with disabilities before and after the Americans with Disabilities Act of 1990. The handful of studies that have focused on the wage impact of disabilities have either not fully incorporated the probability of employment into the analysis or have not correctly decomposed the wage differences in light of selectivity corrections. After estimating a two-stage model of the probability of employment followed by a wage equation for men with and without disabilities, I use Newman and Oaxaca's (2004) method to correctly decompose the distributions. In addition, I also perform a similar analysis to explain the differentials in employment rates between the non-disabled and disabled. The analyzes are performed for samples before and after the passage of the Americans with Disabilities Act of 1990. The results from studies of the Survey of Income Program Participation (SIPP) of 1984, 1990, 1996 and 2001 indicate that the employment and wage gaps between the disabled and the non-disabled have risen sharply over time, both before and after the passage of the ADA. Most of the rise prior to the ADA was attributable to arise in differences that cannot be explained with measurable factors. Nearly all of the rise in the gaps in the 1990s, however, is attributable to factors that can be measured. The unexplained differential has held relatively constant during that period.

Labor Markets and Business Cycles integrates search and matching theory with the neoclassical growth model to better understand labor market outcomes. Robert Shimer shows analytically and quantitatively that rigid wages are important for explaining the volatile behavior of the unemployment rate in business cycles. The book focuses on the labor wedge that arises when the marginal rate of substitution between consumption and leisure does not equal the marginal product of labor. According to competitive models of the labor market, the labor wedge should be constant and equal to the labor income tax rate. But in U.S. data, the wedge is strongly countercyclical, making it seem as if recessions are periods when workers are dissuaded from working and firms are dissuaded from hiring because of an increase in the labor income tax rate. When job searches are time consuming and wages are flexible, search frictions--the cost of a job search--act like labor adjustment costs, further exacerbating inconsistencies between the competitive model and data. The book shows that wage rigidities can reconcile the search model with the data, providing a quantitatively more accurate depiction of labor markets, consumption, and investment dynamics. While increased competition may generate economic efficiency and push employee compensation to market rates, it may also help reduce differential treatment for protected groups such as women, minorities, and the disabled.
