Brussels made democracy, human rights, the rule of law, and good governance its top co-operation priorities in the EU Strategy Framework towards Central Asia for 2007?2013. This book examines two interrelated questions: To what extent has EU democracy promotion in Central Asia been successful? And, to the extent that it was successful, why was it so? The book presents a comprehensive analytical framework for the evaluation of democracy promotion, including factors which may facilitate or hinder democratic development in Central Asia.
Unknown yet highly strategic, Central Asia attracts the interest of major global powers due to its vast energy resources and crucial geographic position. Russia, China, and the European Union view this region as an indispensable springboard to enhance their political and economic influence on the Eurasian landmass. Thus, facing strong competition and working on low budget, the EU is attempting to establish itself as a relevant and influential actor in an environment in which its leadership role is far from certain. Unlike in other post-communist regions, the EU is not able to rely on the attractiveness of its political models, and risks being marginalized by other global powers. The crucial question then is: How does the EU exert influence in such a challenging geopolitical context? Which strategies does the EU apply to be an actor who counts? Through an analysis of the EU’s discourse, instruments, and the reception of its policies in Central Asia, this study argues that the EU consciously takes the position of a second-tier actor who acts as a “consultant” and projects a picture of itself as an honest broker with no geopolitical agenda. The EU’s influence is confined to niche domains in the security sphere that are nevertheless important for the regional security. The EU is not a great power in the region nor is it willing to become one. It does, however, have comparative advantages in being perceived as inoffensive and for occupying areas that are neglected by the other actors, such as governance and water security.

This book presents a topical, holistic assessment of the European Union’s democracy promotion in South-East Europe, Eastern Europe, and Central Asia, analyzed through the prism of the Normative Power Europe (NPE) framework of transnational policy formation. To do so, it brings together three scholarly domains that traditionally stand apart and are discussed separately. The first addresses the notion of the European Union conducting a normatively-driven foreign policy both near and far abroad. The second is concerned with the legitimacy, operationality, and effectiveness of promoting democracy in third-world countries. The third addresses the quality of the relationship the European Union has been able to establish with some vital – yet often troubled – countries in South-East Europe, Eastern Europe, and Central Asia. Finally, based on the empirical findings presented in each chapter, this volume concludes by rethinking the concept and relevance of NPE to the field’s understanding of the EU’s foreign policy making. This edited volume offers the reader both a theoretically and empirically rich analysis of the European Union’s efforts to promote democracy abroad. As such is scholars and students of EU studies, particularly EU foreign policy, as well as policy makers at EU and national level and civil society representatives responsible for designing/implementing democracy promoting projects on the ground.
Central Asia often evokes images of imperial power rivalry dating back to the 19th century. Yet as the region’s international politics becomes more complex in the age of globalization, the need for new ways of looking at its many actors is more pressing than ever. This book argues that American and European policies toward Central Asia and the Caucasus suffer from both conceptual and structural impediments. It traces the framework of Western policies to the 1975 Helsinki Final Act, which resulted in the stovepiping of relations into political, economic, and democracy categories – and in often uncoordinated or contradictory policies. While the authors embrace the goal of promoting human rights and democracy, they argue that the antagonistic methods adopted to advance this goal have proven counter-productive. They propose that Western governments work with the regional states rather than on or against them; and that instead of focusing directly on political systems, policies should focus on developing the quality of governance and help build institutions that will be building blocks of rule of law and democracy in the long term. The authors also argue that Western leaders have largely failed to grasp the significance of this region, relegated it to a subordinate status and thus damaging western interests. The development of sovereign, economically strong, and effectively self-governing states in the Caucasus and Central Asia is an important goal in its own right; the book stresses the importance of a region where the development and preservation of secular statehood could become a model for the entire Muslim world.
This book analyzes the Central Asian economies of Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan, from their buffeting by the commodity boom of the early 2000s to its collapse in 2014. Richard Pomfret examines the countries’ relations with external powers and the possibilities for development offered by infrastructure projects as well as rail links between China and Europe. The transition of these nations from centrally planned to market-based economic systems was essentially complete by the early 2000s, when the region experienced a massive increase in world prices for energy and mineral exports. This raised incomes in the main oil and gas exporters, Kazakhstan and Turkmenistan; brought more benefits to the most populous country, Uzbekistan; and left the poorest countries, the Kyrgyz Republic and Tajikistan, dependent on remittances from migrant workers in oil-rich Russia and Kazakhstan. Pomfret considers the enhanced role of the Central Asian nations in the global economy and their varied ties to China, the European Union, Russia, and the United States. With improved infrastructure and connectivity between China and Europe (reflected in regular rail freight services since 2011 and China’s announcement of its Belt and Road Initiative in 2013), relaxation of United Nations sanctions against Iran in 2016, and the change in Uzbekistan’s presidency in late 2016, a window of opportunity appears to have opened for Central Asian countries to achieve more sustainable economic futures.
The collapse of the Soviet Union has had profound and long-lasting impacts on the societies of Eastern Europe, the South Caucasus and Central Asia, impacts which are not yet fully worked through: changes in state-society relations, a comprehensive reconfiguration of political, economic and social ties, the resurgence of regional conflicts "frozen" during the Soviet period, and new migration patterns both towards Russia and the European Union.
