As the internet and new online technologies are becoming embedded in everyday life, there are increasing questions about their social implications and consequences. This text addresses these risks in relation to children.

The EU-CoE youth partnership stems from the close relations that the Council of Europe and the European Commission have developed in the youth field over the years since 1998. The overall goal is to foster synergies between the youth-oriented activities of the two institutions. The specific themes are participation/citizenship, social inclusion, recognition and quality of youth work. What is youth policy, and what major elements should a national youth policy strategy include? How can young people be consulted and otherwise involved in developing youth policy? How do institutions such as the European Union, the Council of Europe and the United Nations address youth policy, and how can this work be concretely linked to the efforts of a national government to develop a youth policy agenda? How is youth policy organised in specific countries of the Middle East and North Africa (MENA) region? These are some of the essential questions addressed in this publication. The Youth policy manual should be considered a source work, a tool and a helpful guide both for policy makers in the youth field and for non-governmental organisations and other stakeholder groups who advocate improved youth policy at the national level. This manual proposes one possible model for how a national youth policy strategy can be developed. It is a revised version of the Youth policy manual (2009) and takes into account relevant specificities of the MENA region.
Promoting young people's access to social rights as a means for their inclusion and participation in society! In and around many cities, social and economic imbalances have led to the development of disadvantaged neighbourhoods, where diversity is also accompanied by poverty and often marginalisation or exclusion. This is sometimes combined with different forms and levels of de facto social segregation, discrimination and violence. At times of economic and social crisis, feelings of powerlessness and anxiety about the future risk deepening local tensions and underlying conflicts. Young people are often at the centre of these tensions because they are more vulnerable and insecure, and because they are more directly affected by uncertainties regarding the development of their autonomy, as well as participation in society and contribution to its development. The Council of Europe has challenged itself to respond to these situations by adopting recommendations for its member states that encourage and support them in finding adequate policy responses to situations of exclusion, discrimination and violence affecting young people in disadvantaged neighbourhoods. In early 2015, the Committee of Ministers of the Council of Europe adopted a policy recommendation with proposals for policy measures to member states in order to promote access to social rights for young people. Proposals concern: – the provision of accessible, affordable public services; – overcoming segregation; – promoting the participation of young people; – combating discrimination; – recognition of youth work and non-formal education; – promoting gender-sensitive approaches to the elaboration of youth policies. This publication is an accompaniment to this recommendation, and aims to bring its content closer to policy makers, youth work practitioners, youth organisations and youth workers, and provide step-by-step information and guidance on the implementation of the recommendation. The publication also offers advice and examples of actions to take and policies to develop so that the social rights of young people are taken seriously by all the actors concerned by social inclusion and social cohesion.
Can the digital revolution help us to tackle existing inequalities, or does it leave some young people even further behind? Is the digital world equally accessible to all young people? What are some of the inherent inequalities within the digital sphere? Do digital tools enable youth organisations, youth workers or state bodies to "reach out" to marginalised young people?Digital methods, tools and platforms, and their unexplored potential in the youth sector, have created much enthusiasm within the youth field. This Youth Knowledge publication explores the intersection between digitalisation and social inclusion of young people, reflecting especially on how digitalisation affects young people's lives, and what the role of youth policy, youth work and youth research can be in this respect.In these 16 chapters, the authors critically examine if and how digitalisation can support the quest for social inclusion, ranging from the exploration of policies, tools and platforms available to young people and youth workers in Europe, supporting young people's access to education and employment opportunities, opening up avenues for digital youth work, providing opportunities for participation for young people with disabilities, channels of integration for migrant communities and young refugees across Europe and support networks for young LGBTI persons.While there is an acknowledgement of the potential for the youth sector to use the possibilities of digitalisation to address social inequality, the authors also emphasise that this does not happen automatically, and more reflection is needed regarding the accessibility of technology and how our digital approaches can be made inclusive for young people from all backgrounds
This volume comes at a critical juncture, as global commitments transition from the Millennium Development Goals to Sustainable Development Goals and the wider post-2015 development agenda is being discussed and debated. In these discussions, children and youth have been recognized as one of the nine major groups of civil society whose participation in decision making is essential for achieving sustainable development. There is also a concomitant need for action – innovative, evidence-based approaches to addressing entrenched global challenges or ‘wicked problems’ and engaging youth in those efforts. Within academic discourse, the perspectives and active participation of youth in research has long been debated. It is widely believed that their participation can result in better policy responses and contribute to the development of more relevant and effective interventions and programs to address their needs. However, the engagement of youth in research processes is not without critique; issues such as how to move from tokenism towards authentic participation and empowerment have been critically discussed, and many question if youth can or should even be expected to make change happen. Youth ‘At the Margins’: Critical Perspectives and Experiences of Engaging Youth in Research Worldwide brings together a range of critical and empirical contributions from emerging scholars and seasoned academics alike. Each contribution provides a unique perspective on the potentialities and challenges associated with youth engaged research. The chapters presented in this volume strive to critically interrogate and debate important foundational issues to consider when engaging youth in the research process, such as epistemological and methodological considerations. Important insights into the ethical, pedagogical and practical aspects one must contend with can be gleaned from the selection of chapters here; some of which are primarily theoretical and descriptive, whilst others present empirical data with case examples from around the world. Authoritarian populist parties have advanced in many countries, and entered government in states as diverse as Austria, Italy, the Netherlands, Poland, and Switzerland. Even small parties can still shift the policy agenda, as demonstrated by UKIP's role in catalyzing Brexit. Drawing on new evidence, this book advances a general theory why the silent revolution in values triggered a backlash fuelling support for authoritarian-populist parties and leaders in the US and Europe. The conclusion highlights the dangers of this development and what could be done to mitigate the risks to liberal democracy.
