It contains a set of definitions relating to wood products, global data on stocks and trade of wood products and descriptions of methodologies for estimating and measuring carbon stocks contained in these products. It also describes the socio-economic and environmental impacts of different approaches for accounting. Each approach is analysed with regard to the implications of accounting of emissions and removals on prices, demand and supply of wood products, bioenergy, recycling, selected social variables, the environment, incentives created for sustainable forest management, and the emission-limitation targets under the Kyoto Protocol. Increasing the amount of carbon stored in harvested wood products (HWPs) is an internationally recognized measure to mitigate climate change. Several approaches and tiers of methods may be used to analyze the contribution of HWP in terms of greenhouse gas emissions and removals at a regional and national level. The Intergovernmental Panel on Climate Change (IPCC) provides guidelines on three tiers of methods for estimating annual carbon stock changes in the carbon pool of HWPs. These tiers mostly differ by the availability of input data and the level of HWP aggregation. In this case study for the Czech Republic, we have applied the production approach and alternative tiers of accounting methods, which are described in the IPCC guidelines, including the default method (tier 2) and the most advanced method (tier 3). We used country-specific data and material flow analysis to trace the carbon flow over the entire forest-based sector, including only the domestic harvest and the primary and secondary wood products manufactured within the country. The results of this study show that the carbon stored in the HWP pool could be underestimated if simpler methods and default values nonspecific to the country are applied. At the national level, applying the tier 3 method resulted in a 15.8% higher annual carbon inflow in the pool of HWPs compared to the tier 2 IPCC default method. This means that the advanced method reveals an apparently higher carbon sink in HWPs. A documented increase of carbon storage might bring additional credits to reporting countries, and, more important, it could promote the use of long-life HWPs to mitigate climate change.
The 2013 revised supplementary methods and good practice guidance arising from the Kyoto Protocol (KP Supplement) describes the supplementary methods and good practice guidance for measuring, estimating and reporting of anthropogenic greenhouse gas (GHG) emissions and removals resulting from land use, land: use change and forestry (LULUCF) activities covered by the Kyoto Protocol (KP) for the second commitment period (CP). This document addresses activities under Article 3.3, Forest Management and elective activities under Article 3.4. The supplementary methods and good practice guidance of this document are relevant to each Party included in Annex I that have ratified the KP for the second CP and for other countries interested in the updated guidance.
This study presents techniques for calculating average net annual additions to carbon in forests and in forest products. Forest ecosystem carbon yield tables, representing stand-level merchantable volume and carbon pools as a function of stand age, were developed for 51 forest types within 10 regions of the United States. Separate tables were developed for afforestation and reforestation. Because carbon continues to be sequestered in harvested wood, approaches to calculate carbon sequestered in harvested forest products are included. Although these calculations are simple and inexpensive to use, the uncertainty of results obtained by using representative average values may be high relative to other techniques that use site- or project-specific data. The estimates and methods in this report are consistent with guidelines being updated for the U.S. Voluntary Reporting of Greenhouse Gases Program and with guidelines developed by the Intergovernmental Panel on Climate Change. The CD-ROM included with this publication contains a complete set of tables in spreadsheet format.
