This book covers a broad group of wastes, from biowaste to hazardous waste, but primarily the largest (by mass and volume) group of wastes that are not hazardous, but also are not inert, and are problematic for three major reasons: (1) they are difficult to manage because of their volume: usually they are used in civil engineering as a common fill etc., where they are exposed to environmental conditions almost the same way as at disposal sites; (2) they are not geochemically stable and in the different periods of environmental exposure undergo transformations that might add hazardous properties to the material that are not displayed when it is freshly generated; (3) many designers and researchers in different countries involved in waste management are often not aware of time-delayed adverse environmental impact of some large-volume waste, and also do not consider some positive properties that may extend the area of their environmentally beneficial application.
In 1984, the Conference on Environmental Quality, the Environmental Protection Agency, and the National Science Foundation, convend a series of panel meetings to discuss long-term environmental issues. New York City's municipal water supply system provides about 1 billion gallons of drinking water a day to over 8.5 million people in New York City and about 1 million people living in nearby Westchester, Putnam, Ulster, and Orange counties. The combined water supply system includes 19 reservoirs and three controlled lakes with a total storage capacity of approximately 580 billion gallons. As a result, many govern ment department and agencies are investigating the impacts of specific projects and are examining the role impact analysis could play in project planning. The process of environmental impact analysis has been developed, tested and institutionalized in several countries. The objective of the process is a prior identification and definition of likely environmental impacts of projects such as public works, industrial developments and tourist develop ments, as well as the impact of policies and legislative proposals. The environmental impact analysis process also includes the definition of alternative courses of action which would achieve comparable economic objectives while eliminatir .. g some or all of the detrimental environmental consequences. Identification of preventive or precautionary measures, which would minimize the unavoidable impacts, fonn an integral part of the process. The aim should be for a balanced appraisal in which economic, technical, social, environmental and health aspects are fully evaluated. Thus viewed, environmental impact analysis emerges as one of the most powerful planning tools for the prevention of environmental pollution and degradation.
