The M-X Program Management Directive dated 1 June 1982, in response to OSD guidance, directed studies to identify candidate areas for potential deployment of 100 M-X missiles in 100 capsules using the closely spaced basing (CSB) deployment mode. During these siting studies, the flexibility and survivability of CSB was to be protected through consideration of growth options, such as concealment, enhanced hardening of capsules, and/or addition of ballistic missile defense.
