In this book Robert Brulle draws on a broad range of empirical and theoretical research to investigate the effectiveness of U.S. environmental groups. Brulle shows how Critical Theory--in particular the work of Jürgen Habermas--can expand our understanding of the social causes of environmental degradation and the political actions necessary to deal with it. He then develops both a pragmatic and a moral argument for broad-based democratization of society as a prerequisite to the achievement of ecological sustainability. From the perspectives of frame analysis, resource mobilization, and historical sociology, using data on more than one hundred environmental groups, Brulle examines the core beliefs, structures, funding, and political practices of a wide variety of environmental organizations. He identifies the social processes that foster the development of a democratic environmental movement and those that hinder it. He concludes with suggestions for how environmental groups can make their organizational practices more democratic and politically effective.
What would constitute a definitively "green" state? In this important new book, Robyn Eckersley explores what it might take to create a green democratic state as an alternative to the classical liberal democratic state, the indiscriminate growth-dependent welfare state, and the neoliberal market-focused state—seeking, she writes, "to navigate between undisciplined political imagination and pessimistic resignation to the status quo." In recent years, most environmental scholars and environmentalists have characterized the sovereign state as ineffectual and have criticized nations for perpetuating ecological destruction. Going consciously against the grain of much current thinking, this book argues that the state is still the preeminent political institution for addressing environmental problems. States remain the gatekeepers of the global order, and greening the state is a necessary step, Eckersley argues, toward greening domestic and international policy and law. The Green State seeks to connect the moral and practical concerns of the environmental movement with contemporary theories about the state, democracy, and justice. Eckersley's proposed "critical political ecology" expands the boundaries of the moral community to include the natural environment in which the human community is embedded. This is the first book to make the vision of a "good" green state explicit, to explore the obstacles to its achievement, and to suggest practical constitutional and multilateral arrangements that could help transform the liberal democratic state into a postliberal green democratic state. An account of the Flint water crisis shows that Flint's struggle for safe and affordable water is part of a broader struggle for democracy. When Flint, Michigan, changed its source of municipal water from Lake Huron to the Flint River, Flint residents were repeatedly assured that the water was of the highest quality. At the switchover ceremony, the mayor and other officials performed a celebratory toast, declaring “Here's to Flint!” and downing glasses of freshly treated water. But as we now know, the water coming out of residents' taps harbored a variety of contaminants, including high levels of lead. In Flint Fights Back, Benjamin Pauli examines the water crisis and the political activism that it inspired, arguing that Flint's struggle for safe and affordable water was part of a broader struggle for democracy. Pauli connects Flint's water activism with the ongoing movement protesting the state of Michigan's policy of replacing elected officials in financially troubled cities like Flint and Detroit with appointed “emergency managers.” Pauli distinguishes the political narrative of the water crisis from the historical and technical narratives, showing that Flint activists' emphasis on democracy helped them to overcome some of the limitations of standard environmental justice frameworks. He discusses the pro-democracy (anti–emergency manager) movement and traces the rise of the “water warriors”; describes the uncompromising activist culture that developed out of the experience of being dismissed and disparaged by officials; and examines the interplay of activism and scientific expertise. Finally, he explores efforts by activists to expand the struggle for water justice and to organize newly mobilized residents into a movement for a radically democratic Flint.
