"These proceedings contain a summary of the Transportation Research Board conference on U.S. and international approaches to performance measurement for transportation systems that was conducted on September 9-12, 2007, at the Arnold and Mabel Beckman Center of the National Academies in Irvine, California. The theme for this third in a series of international conferences, Better Decisions and Better Communication, was selected to highlight opportunities for and experiences in using performance measurement as a strategic tool to better communicate goals and objectives and results to a wide range of stakeholder groups. Presentations highlighted cases in which performance measures have proved useful in guiding resource allocation decisions, improving day-to-day operations, establishing and demonstrating agency competency and accountability and, in some instances, making the case for more resources. The conference consisted of five plenary sessions, each followed by a series of corresponding, concurrent breakout sessions. The topics of the five plenary sessions were Performance Measures as an Organizational Management Tool to Establish Accountability, Communicating Performance Results Effectively to Your Customers, Data and Tools, Hot Topics (addressing the use of performance measures to gauge the effectiveness of tolling and congestion pricing and other innovative transportation strategies to address sustainability and safety issues), and Performance-Based Contracting and Measuring Project Delivery. Three resource papers were developed for the conference. The conference attracted 180 participants from Canada, Denmark, Germany, Italy, Japan, Mexico, Sweden, the United Kingdom, and the United States and featured 70 transportation specialists offering real-world expertise, from the application of performance metrics to case studies drawn from six countries. This range of experiences provided attendees with a comprehensive overview of the performance measurement techniques and approaches being applied to transportation systems in the United States and abroad."--Pub. desc.

This list was developed from recent literature and extensive interviews with agency staff and other experts in the field. This synthesis will be of interest to state transportation agency administrators, division and functional area managers, program managers, financial and human resources personnel, and others, including state legislators, who are concerned with implementing innovative programs in state departments of transportation (DOTs). It presents information on the degree to which state DOTs have developed and implemented performance measures in all transport modes for which they are responsible. With the advent of the Intermodal Surface Transportation Efficiency Act (ISTEA), as well as pressure from state governments for greater accountability of state funds, DOTs are increasingly endeavoring to develop performance measures to improve their productivity, and to respond to outside demands from state government and the public. This report of the Transportation Research Board describes how performance measures have evolved in state DOTs, the types of initiatives that have been developed, and the effectiveness of such measures in assessing performance and improving productivity, as perceived by the DOTs.

Measuring the Performance of the Hollow State is the first in-depth look at the influence of performance measurement on the effectiveness of the federal government. To do this, the authors examine the influence of the Government Performance and Results Act of 1993 (with consideration of the later Program Assessment Rating Tool of 2002) on federal performance measurement, agency performance, and program outcomes. They focus a systematic examination on five agencies in the U.S. Department of Health and Human Services—the Food and Drug Administration, the Centers for Medicare and Medicaid Services, the Health Resources and Services Administration, the National Institutes of Health, and the Indian Health Service. Besides representing a wide range of federal government organizational structures and program formats, these agencies offer a diverse array of third-party arrangements including states, native American tribes, scientists, medical schools, and commercial and nonprofit health care intermediaries and carriers. Exploring the development of performance measures in light of widely varying program mandates, the authors look at issues that affect the quality of this measurement and particularly the influence of program performance by third parties.
