After a decade-long civil war, Sierra Leone witnessed an unprecedented surge in school enrollments at the primary and then the secondary levels. Committed to the Education for All objectives, the government further encouraged greater access to school. The country must now negotiate the transition from postwar recovery to regular delivery of education services. The main tasks ahead include reaching the remaining out-of-school children and improving the quality of the learning environment and, ultimately, of learning outcomes. Success will depend on the unrelenting, strong commitment of the government, the capacity of providers to effectively deliver education services, and a sustainable financial framework. This report uses the latest census, survey, and administrative data to explore the current status of the education sector. It emphasises the needs of the poor, as well as the elimination of disparities across regions, between urban and rural areas, and between boys and girls. It also lays an analytical foundation for the preparation of a long-term strategy for the education sector.
Colonial education was instituted in Sierra Leone as a consequence of the activities of British philanthropic and missionary bodies from the late 19th to mid 20th century. It was largely in the hands of Christian missionaries introduced in the form of evangelism and as part of Western missionary enterprise. Such education basically ignored the achievements and contributions of the indigenous populations and for the most part, did not cultivate the African student's self-esteem and pride. The author gives details of policies, programmes and statistical outcomes. It is important, particularly for policy makers, as it may serve as input to the debate on future education policy development and has the potential for contributing to research literature on implementation of educational policies. This book is about Fourah Bay College (FBC) and its role as an institution of higher learning in both its African and international context. The study traces the College's development through periods of missionary education (1816-1876), colonial education (1876-1938), and development education (1938-2001).
Future growth in the countries in Eastern Europe and Central Asia (ECA) will increasingly depend on innovation. And innovation requires skills. This makes it important, as countries plan for recovery, to undertake reforms to reduce the skills shortages that the previous growth episode exposed. Education systems have a very important role to play in creating the right skills. But education systems in the region fall short of the demands of their economies in two major ways. The first is that despite high levels of enrollment they do not produce enough graduates with the right skills. Students graduate with diplomas, not with skills, because the quality of the education for many students is poor. In large part this is because education systems remain focused on providing an excellent education to a few at the expense of improving the quality of learning for the majority. Moreover, the systems are still making the transition from teaching the basics to inculcating higher order skills such as critical-thinking and problem solving. The second way in which education systems fall short is that outside of a few countries in the EU there are few opportunities for adults to retrain, or acquire new skills. This book argues that generating more of the right skills requires a fundamental change of approach in the education systems in the region so that they aim for, and deliver, higher quality education for the vast majority of students (“not just diplomas but skills”). To start with, education systems need to “turn the lights on” and take seriously the measurement of what students actually learn as opposed to measurement of the inputs into the education process on the implicit assumption that learning follows. Policy makers also need to move away from the focus on inputs and processes and increase the emphasis on incentives.
Progress in literacy and learning, especially through universal primary education, has done more to advance human conditions than perhaps any other policy. Our generation has the possibility of becoming the first generation ever to offer all children access to good quality basic education. But it will only happen if we have the political commitment -- at the country as well as at the international level -- to give priority to achieve this first in human history. And it will only happen if also those who cannot afford to pay school fees can benefit from a complete cycle of good quality primary education. Investment in good quality fee-free primary education should be a cornerstone in any government's poverty reduction strategy.
Every year, the World Bank’s World Development Report (WDR) features a topic of central importance to global development. The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.
The authors of Education, War & Peace travelled to Liberia, Sierra Leone and South Sudan to conduct research on education in these conflict-affected countries. They uncovered an inspiring story of entrepreneurs stepping into the breach and providing low-cost private schooling to large numbers of children in areas where government was not working well and basic infrastructure had been destroyed. For-profit schools also expanded quickly to soak up educational demand once the conflicts were over. The fees were affordable to families on the poverty line and the children did better academically than those in government schools. Yet international agencies continue to promote government-run schools, even though state education has been a major source of both conflict and corruption in these countries. This groundbreaking study advocates a different approach. Low-cost private schools should be welcomed by policymakers as a means of providing high quality educational opportunities for all.
