Although global rates of deforestation have started to decrease, they remain alarmingly high in many tropical countries. In light of this challenge, the growing importance of sustainable forest management (SFM) has been highlighted as a means for improving sustainability across the sector. For the last two decades the loss of, in particular, tropical rainforest has alarmed the public in the developed parts of the world. The debate has been characterised by a lack of understand ing of the causes and effects of the process, leading to the prevailing reaction being unquali fied condemnation. Such attitude has even been observed among scientists, claiming suprem acy to biodiversity conservation. Many scientific analyses are available, but the basis for so ber debates and appropriate actions is still highly insufficient. Two recent international initia tives! will hopefully lead to improved knowledge of deforestation and forest degradation as they recognise the need for studies to critically investigate those issues. This book will pro vide useful input to the initiatives. In my opinion, the scientific analyses have not sufficiently promoted the understanding that the fate of tropical forests is first and foremost a concern of the governments of the countries in which the forests are situated. Tropical forests may be important to the global environment and their rich biodiversity may be a human heritage. But their main importance is their poten tial contribution to improving livelihood in the countries in question.

Globally, forest vegetation and soils are both major stores of terrestrial organic carbon, and major contributors to the annual cycling of carbon between the atmosphere and the biosphere. Forests are also a renewable resource, vital to the everyday existence of millions of people, since they provide food, shelter, fuel, raw materials and many other benefits. The combined effects of an expanding global population and increasing consumption of resources, however, may be seriously endangering both the extent and future sustainability of the world's forests. About thirty chapters cover four main themes: the role of forests in the global carbon cycle; effects of past, present and future changes in forest land use; the role of forest management, products and biomass on carbon cycling, and socio-economic impacts.
This report forms part of a review aimed at providing advice on improving forest concession systems in tropical forests. The research projects at Fondazione Mattei have for some time now been dealing with the international dimension of environmental policy. Indeed, most environ mental phenomena have international implications, which stem from a number of factors: physical ones, such as the transnational or global consequences of pollution and resource conservation; technological factors, such as technological cooperation and diffusion; and economic factors, such as trad~, plant localiza tion and migrations. Even in the absence of transnational pollution, therefore, the environmental issues involve substantial interdependence among countries. This volume, edited by Carlo Carraro, presents some of the research which we carried out in international environmental policy, focusing on the relationship between trade, innovation and the environment. The papers in part one discuss the impact of international trade and institu tions on environmental resources. Those in part two deal with the importance of innovation when attempting to solve the major environmental problems. The papers in part three, finally, focus on specific policy issues stressing the impor tance of institutions and property rights. The whole set of contributions can be seen as progress in environmental economics. The different chapters highlight the close relationship between envi ronmental issues and economic development and they merge the literature on the environment with the literature on innovation, economic growth, trade, plant localization, institutions, etc.
