City Choices argues that both economic concerns and political factors can be synthesized in a new framework in city policymaking. This synthesis is based on a systematic empirical study of policymaking in two large cities. Using numerous governmental documents and conducting extensive interviews with local, state, and federal officials, the author examines how the two cities have implemented both federal redistributive and development programs in education and housing. The author uses three models in explaining city choices: "economic constraint"; "clientele participation"; and "institutional diversity" and concludes by offering his "political choice" perspective, which identifies specific sets of local political forces that are likely to alter the city's rational choices in development and redistributive issues.

This volume presents North American best practices and perspectives on developing, managing and monitoring indicators to track development progress towards the Sustainable Development Goals (SDGs) in local communities and cities. In 4 main sections, the book presents and frames the many ways in which community indicator programs are either integrating or retooling to integrate the SDGs into their existing frameworks, or how they are developing new programs to track and report progress on the SDGs. This is the first volume that focuses on SDG adoption within the context of North Americans cities and communities, and the unique issues and opportunities prevalent in these settings. Relying more on vernacular culture, personal networking, and mutual support than on private wealth or public subsidy, the communities of black Baltimore provide an example of self-help and civic action that could and should be occurring in other inner-city areas. In this political history of Old West Baltimore, McDougall describes how "base communities"—small peer groups that share similar views, circumstances, and objectives—have helped neighborhoods respond to the failure of both government and the market to create conditions for a decent quality of life for all. Arguing for the primacy of church leadership within the black community, the author describes how these small, flexible groups are creating the foundation of what he calls a New Community, where community-spirited organizers, clergy, public interest advocates, business people, and government workers interact and build relationships through which Baltimore's urban agenda is being developed.
