This report assesses the economic dimensions of security in Central Asia, and considers their implications for the role of the United States. Economic development will be crucial to the future of Central Asia and broader U.S. interests in the region. However, it is unclear whether the states in the region have the institutional capacity to implement domestic reform. As the United States clarifies its long-term military relationships and commitments in the region, it should consider the region's economic development itself as a long-term security concern.
Central Asia remains on the periphery, both spatially and in people’s imaginations. When the region does attract international attention, it is often related to security issues, including terrorism, ethnic conflict and drug trafficking. This book brings together leading specialists from a range of disciplines including geography, anthropology, sociology and political science to discuss how citizens and governments within Central Asia think about and practise security. The authors explore how governments use fears of instability to bolster their rule, and how securitized populations cope with (and resist) being labelled threats through strategies that are rarely associated with security, including marriage and changing their appearance. This collection examines a wide range of security issues including Islamic extremism, small arms, interethnic relations and border regions. While coverage of the region often departs from preconceived notions of the region as dangerous, obscure and volatile, the chapters in this book all place emphasis on the way local people understand security and harmony in their daily lives. This report assesses the political implications of economic and related social problems in the five post-Soviet Central Asian states of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. It also suggests U.S. policy measures that would help address these problems, consistent with broader U.S. goals in the region. The September 11, 2001, attacks on the United States led those in policymaking circles to realize that instability, failed and failing states, and economic and political underdevelopment present security concerns not just to the states that suffer directly from these problems but to the global community as a whole. From this perspective, political, social, and economic trends in Central Asia merit attention. The analysis in this report is informed by a year-long research effort, which included travel to the region and extensive interviews with U.S., regional, and global specialists, government officials, and others. It involved a multidisciplinary team of researchers who sought to combine their understanding of politics, economics, and military strategic analysis to bring fresh perspectives to the questions at hand.
This book analyzes the Central Asian economies of Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan, from their buffeting by the commodity boom of the early 2000s to its collapse in 2014. Richard Pomfret examines the countries’ relations with external powers and the possibilities for development offered by infrastructure projects as well as rail links between China and Europe. The transition of these nations from centrally planned to market-based economic systems was essentially complete by the early 2000s, when the region experienced a massive increase in world prices for energy and mineral exports. This raised incomes in the main oil and gas exporters, Kazakhstan and Turkmenistan; brought more benefits to the most populous country, Uzbekistan; and left the poorest countries, the Kyrgyz Republic and Tajikistan, dependent on remittances from migrant workers in oil-rich Russia and Kazakhstan. With improved infrastructure and connectivity between China and Europe (reflected in regular rail freight services since 2011 and China’s announcement of its Belt and Road Initiative in 2013), relaxation of United Nations sanctions against Iran in 2016, and the change in Uzbekistan’s presidency in late 2016, a window of opportunity appears to have opened for Central Asian countries to achieve more sustainable economic futures.

Aiming to connect a number of divergent perspectives on the current state of Afghanistan, this book outlines the country's past and present instability and how this impacts and is conceptualised by its neighbours as well as by international heavyweights such as Russia, China and the United States. The dynamics of Northeast Asia have traditionally been considered primarily in military and hard security terms or alternatively along their economic dimensions. This book argues that relations among the states of Northeast Asia are far more comprehensible when the mutually shaping interactions between economics and security are considered simultaneously. It examines these interactions and some of the key empirical questions they pose, the answers to which have important lessons for international relations beyond Northeast Asia.
