Explores the life of Dr. Maung Maung (1925-94), scholar, soldier, nationalist, internationalist, parliamentarian, public servant, and pioneer amongst post-colonial journalists in Southeast Asia. His life spanned seven decades of political, economic and social turbulence in the country he loved and served, Myanmar.
Ever since Myanmar regained her independence in January 1948, the Tatmadaw (Myanmar Armed Forces) has been crucial in restoring and maintaining law and order. It is one of the most important institutions in Myanmar politics. Various aspects of the Tatmadaw have been studied. The most notable area of study has been the political role of the military. This study looks at the organizational development of the Myanmar armed forces. It analyses four different aspects of the Tatmadaw: military doctrine and strategy, organization and force structure, armament and force modernization, and military training and officer education. It sets out security perceptions and policies, charting developments in each phase against the situation at the time, and also notes the contributions of the leading actors in the process. Since early 1990s, the Tatmadaw has implemented a force modernization programme. This work studies rationales and strategy behind the force modernization programme and examines the military capabilities of the Tatmadaw. Drawing extensively from archival sources and existing literature, this empirically grounded research argues that, while the internal armed security threat to the state continues to play an important role, it is the external security threat that gives more weight to the expansion and modernization of the Tatmadaw since 1988. It also argues that, despite its imperfections, the Tatmadaw has transformed from a force essentially for counter-insurgency operations into a force capable of fighting in limited conventional warfare.
This book of interviews with Professor Wang Gungwu, published to felicitate him on his 80th birthday in 2010, seeks to convey to a general audience something of the life, times and thoughts of a leading historian, Southeast Asianist, Sinologist and public intellectual. The interviews flesh out Professor Wangs views on being Chinese in Malaya; his experience of living and working in Malaysia, Singapore and Australia; the Vietnam War; Hong Kong and its return to China; the rise of China; Taiwans, Japans and Indias place in the emerging scheme of things; and on the United States in an age of terrorism and war. The book includes an interview with his wife, Mrs Margaret Wang, on their life together for half a century. Two interviews by scholars on Professor Wangs work are also included, as are his curriculum vitae and a select bibliography of his works. What comes across in this book is how Professor Wang was buffeted by feral times and hostile worlds but responded to them as a left-liberal humanist who refused to cut ideological corners. This book records his response to tumultuous times on hindsight, but with a keen sense of having lived through the times of which he speaks.
Born in Malacca in 1918, Dr Goh Keng Swee reached maturity at a time when European colonialism was breathing its last. By the time this keen-eyed Malayan Became self-governing Singapore's first Minister of Finance in 1959, he had made a name for himself s the colony's foremost social scientist, having carried out groundbreaking surveys on urban poverty and housing. He immediately initiated pioneering projects that laid the ground for the island's economic success. When Singapore separated from Malaysia in 1965, Dr Goh took charge of building an army from scratch.
Two contradictory terms—Preservation and Revolution—captured the mental state of Burmese leadership in the 20th century. The choice of which values and customs should be preserved and which discarded has had no clear consensus; yet this has been the heart of the ideological struggle among the leaders of Burma, now Myanmar. Providing deep insights into the Burmese socialist nationalist movement, this book explains the philosophy of political revolution sanctioned by Ne Win. It draws upon a body of treatises written by socialist revolutionaries that explain and justify rebellion and insurgencies against the government. Finally, it offers commentaries on Burmese political thought to demonstrate how contemporary Burmese political concepts are rooted in Pali antecedents from medieval dynasties.
(i) What is Martial Law? It is difficult to define martial law, especially because of "the haze of uncertainty which envelops it. " 1 The expression is used to denote a variety of forms of government or law, such as military law governing soldiers in the service of the State, military govern ment in occupied areas, any kind of arbitrary government in which the military arm plays a dominant role, and the emergency ad ministration "which obtains in a domestic community when the military authority carries on the government, or at least some of its functions. " 2 It is in the sense indicated last that martial law is discussed in the following pages. In this sense, it is "the extension of military government to domestic areas and civil persons in case of invasion or rebellion. . . it is a suspension of normal civil government in order to restore it and has civilians for its subjects and civil areas for its loci of operation. " 3 Thus martial law has to be clearly distinguished from military law and military government, though 4 all these have common roots in history and logic. The term 'martial law' was originally applied to the law ad ministered by the court of the Marshal and the Constable of England. This book, conceived in Rangoon, nourished and delivered at the Yale Law School, attempts to study the customary laws of Burma in the context of the country's legal system. Customary laws govern the affairs of the family mainly while codes and precedents designed and developed on the imported British common law system enjoy exclusive control and authority over the remaining legal relationships in society. This volume looks at the legal system in outline and the customary law of the Bur mese family in some detail. The customary laws of other indigenous groups, such as the Shans, the Kachins, the Chins, the Kayah, the Mon and the Arakanese, also need to be studied, restated and appraised, for though the laws are similar there are shades of differences, and in build ing the Union of Burma it is important to build strongly on the simi larities while giving due respect to the differences. It is, therefore, hoped, that this volume will launch a series of studies on the customary laws of the peoples of Burma in a large context and with high aim. There are many needs for continuing research in the field of custom ary law. One is to discover the customs of the people as they really are, not just what they are presumed to be in early legal treatises or in later judicial decisions.
