Introduction The European Union (EU) has been a very heterogeneous building since the start. The difficult task is forming a party system which fits the different national parties in coalitions that are able to produce results. With the now 25 members this seems even more problematic, since the states of Eastern Europe have a tradition that differs significantly from the countries in Northern and Western Europe. It is, therefore, necessary to prove if party cohesion on the European level exists. If members of European Parliament (EP) would only vote on national interest, party coalitions would not serve their purpose. There needs to be cohesion towards the coalition in order to establish real European elections instead of second order national elections. In order to achieve this it is also necessary to be able to have a public opinion that can be organized into majorities (Beetham/Lord, 2001:77). The questions, therefore, remain if the EU is able to establish even more members in its middle. It might be the case that new members would decline the party cohesion even further and that would make It even more difficult to establish true European elections. In this paper, special emphasis will be on the role of Turkey and the adoptability into the party system. The leading hypotheses will be that the cleavages lines which are important for Turkish voters are too different in order to adopt to leading European ideas. A sup-question is also if the Eastern European countries have yet performed this step. The paper will start with a normative frame that points out how an ideal democracy could work on the European level. Because of shortage of space this can not be discussed in total depth, but the presented ideas will serve as a framework. After
Enlargement to Turkey is arguably the greatest challenge facing the European Union today. After the narrowly averted "train crash" over Cyprus in 2006, the second election victory of the Justice and Development Party in July 2007 opened new prospects for Turkish-EU relations. But in an EU emphasising a collective identity based on shared civilisational values, Turkey’s European credentials have been increasingly called into question. Amending national identity through political change has become the key to the success or failure of the Turkish integration project. This volume examines the EU role in strengthening the domestic pro-reform coalition within Turkey, the paradox - and potential limits - of Turkey’s europeanising Islamists, and the impact of Europeanisation through conditionality, including a case study of Turkish policy towards the Cyprus Question. Also addressed are the Western stereotypes of Turkish identity influencing the country’s EU prospects, notably concerning the role of Islam in precipitating acts of political violence and its association with sexual and political violence in the discourse of European opponents of Turkish accession. Finally, the dynamics of EU accession negotiations are analysed and the potential role of a norm-driven rhetorical strategy in promoting Turkish accession as a moral and democratic imperative is discussed.
This comprehensive edited volume conceptually develops the notion of ‘de-Europeanisation’ as an important development in the literature on Europeanisation, and applies it specifically to the case of Turkey. ‘De-Europeanisation’ is defined as the loss or weakening of the EU/Europe as a normative/political context and as a reference point in domestic settings and national public debates of both candidate and member countries. ‘De-Europeanisation’ manifests itself in two basic ways: as the weakening of the appeal and influential capacity of European institutions, policies, norms and values, leading to a retreat of EU/ Europe as a normative/political context for society and politics in a candidate/member state; and as growing scepticism and indifference in a given society towards the EU/Europe, risking the legitimacy of the EU/Europe as a reference point in cases even where reform is incurred. Using this concept, the authors analyse the diminishing impact of the EU in Turkish governance and politics after the opening of accession negotiations in October 2005. The relevance of ‘de-Europeanisation’ is investigated through ten chapters focusing on key policy areas including education, migration, democracy, the rule of law and media freedoms, and a number of key actors including civil society organisations, political parties and political leaders. This book presents an in-depth analysis of the role played by the EU accession process in Turkey’s democratic evolution and in the empowerment of the Justice and Development Party (AKP) in the early 2000s. Often moving against the grain of consolidated analytical positions, the author finds that the accession process can have a critical impact on the political evolution and institutional setting of an aspiring member state that goes well beyond the simple Europeanization process (or EU accession conditionality). In the case of Turkey, that process created the essential conditions and environment for the country’s political modernization by helping the emergence of a “periphery” (including Kurds, “conservative” Muslims and non-Muslims) that secularism had pushed into a marginal, secondary status in Turkish society. Turkey’s gradual evolution in an authoritarian direction, following the stalling of the EU accession process, offers further proof of the decisive role that the EU accession can play in a country’s democratic advancement. The book additionally indicates how Turkey’s EU-driven democratic evolution for a number of years had important implications in terms of regional and global order.

The present study of the Centre for European Studies presents two papers which look at Turkey and the AKP from different perspectives. Svante Cornell's paper argues that AKP has moved away from democratic reforms and that Turkey's 'zero problems with the neighbours' approach to international relations has failed. Gerald Knaus maintains that the AKP and the EU's influence on Turkey have effected radical changes in the balance of power between the military and civilian actors, thus bringing Turkey somewhat closer to Western democratic standards. Both authors advocate continued EU engagement with Turkey, irrespective of the progress of accession negotiations.

The article will suggest a bottom-up approach to analyzing the impact of European Union (EU) conditionality on candidate countries. If requiring comprehensive reforms, EU accession negotiations offer domestic actors a legitimacy standard, external constraints and a focal point for electoral coalitions as resources in the domestic political arena. The Turkish case serves as a hypothesis-generating case study suggesting that domestic actors who are disadvantaged in domestic resources in these dimensions embrace EU accession, whereas domestic actors who feel threatened in their domestic resources adopt an opposite strategy. It will be demonstrated that the two major Turkish political parties adopted a cost-benefit calculus in their position towards EU accession. The Turkish case is particularly intriguing because the positions adopted by the Justice and Development Party (AKP) and the Republican People's Party (CHP), respectively, have been counter-intuitive, and in fact both parties have drastically reversed earlier positions towards EU accession and done so in disregard of the preferences of their core electorate.
