Australia and the Birth of the International Bill of Human Rights provides the first in depth examination of Australia's first reactions to 'international human rights' during the negotiations for the International Bill of Rights: the Universal Declaration of Human Rights, the ICCPR and ICESCR. It follows Australian policy from 1946, the first year in which the United Nations began discussing a Bill of Rights until 1966 when the twin Covenants were finalized. The book looks at what successive Australian Governments understood by 'human rights' and how they responded to discussion of sensitive domestic topics such as: immigration policies self-determination for inhabitants of trust territories equal pay for men and women and balancing human rights and national security. As well as considering Australian policies towards substantive rights, the book looks at Australian policies towards international schemes for protecting rights including early proposals for an International Court of Human Rights and its later support for more modest, technical expertise based assistance for States, debates often taking place against the background of highly politicised issues such as the Cold War and the fight against apartheid. In looking at this 20 year period, the book demonstrates the way in which Australian policy changed substantially over time: as between Labor and Liberal administrations, between Ministers and bureaucrats and as between decision makers with markedly distinct visions of the ideal relationship between citizens and a State, and the individual State and the international community. In highlighting the diversity of views about human rights, this book thus challenges the notion that Australia has historically supported a universally understood set of human rights norms and underlines the number of variables which may be affecting ongoing implementation of human rights standards.

The years 1921–57 marked a period of immense upheaval for Australia as the nation navigated economic crises, the threat of aggressive Japanese expansion and shifting power distributions with the world transitioning from British leadership to that of the US. This book offers a reassessment of Australia’s foreign policy origins and maturation during these tumultuous years. Successive Australian governments carefully observed these global and regional forces. The policy that developed in response was an integrated one—that is, one that sought to balance Australia’s particular geopolitical circumstances with great power relationships and, in assessing the value of these relationships, ensure that the nation’s trade, security and diplomatic interests were served. Amid the economic and strategic uncertainty of the interwar years, the Australian government acknowledged the shifting power distributions in the global and Asia-Pacific orders and that neither the policies of Britain nor the US completely served the national interest. The nation, accordingly, sought to intervene within the policies of the great powers to ensure its particular interests were secured. This geopolitically informed, interventionist approach, which had its genesis in the 1930s, is traced throughout the 1940s and 1950s, highlighting Australia’s gradual and uneven transition from the British world order to that of the US and the frank assessments made about which relationship best served Australia’s interests. The Genesis of a Policy identifies a comprehensive and pragmatic approach—albeit not always effectively executed—in Australian foreign policy tradition that has not been previously examined.
In the years between the two world wars of the twentieth century leaders in Western countries worried about a food surplus. The hardships of the Great Depression were intensified by a glut of wheat and consequent low prices on the world market. Yet at the same time nutrition scientists protested that significant proportions of populations, even in affluent countries, were unable to afford a diet adequate for health. Fresh fruits, vegetables, dairy products and meat were out of reach for the poor. This book traces the work of three men who sought to bring together the interests of farmers and the needs of the hungry: scientist and passionate campaigner for better nutrition, John Boyd Orr; Australian politician and international statesman, Stanley Melbourne Bruce; and Economic Adviser to Bruce at the Australian High Commission in London, Frank Lidgett McDougall. Bruce once said McDougall brings me a new idea every morning. One of those ideas became the genesis of their work, which helped bring about the formation of the Food and Agriculture Organization of the United Nations in 1945. All three undertook significant roles in the formative years of the organisation. The story of this contribution to the international world order is little known. The cooperation, diplomacy and persistence of these men provides inspiration for tackling the alarming prospect of food shortages in the present century.

This book illuminates two familiar phenomena – diplomacy and the Commonwealth – from a new and unfamiliar angle: the atypical way in which the Commonwealth’s members came to, and continue to, engage in official relations with each other. This innovative and wide-ranging study is based on archival material from four states, interviews and correspondence with diplomats, and a wide range of secondary sources. It shows how members of an empire found it necessary to engage in diplomacy and, in so doing, created a singular, and often remarkably intimate, diplomatic system.
