Au regard du Code de l’environnement, les digues, considérées comme ouvrages hydrauliques, ne doivent pas rompre de façon dangereuse pour les populations. En tant que moyen de prévention du risque d’inondation ou de submersion, les performances et les limites de ces digues doivent être connues avec précision. Les digues de protection constituent donc une question politique mise en évidence par plusieurs événements récents (Xynthia 2010, la NouvelleOrléans 2005, Rhône aval 2003, Gard 2002, Aude 1999). Cet ouvrage rassemble les contributions présentées lors du 2e colloque national Digues maritimes et fluviales de protection contre les submersions (Digues2013), organisé par l’Irstea et Promosciences, les 12, 13 et 14 juin 2013 au Centre des Congrès d’AixenProvence, avec le soutien du MEDDE, du CFBR, et de la Région ProvenceAlpesCôte d’Azur. Il s’adresse aux maîtres d’ouvrages, gestionnaires, concepteurs, constructeurs, enseignants et chercheurs, services de contrôle, organismes financeurs, agissant dans les domaines d’activités liés, directement ou indirectement, à la sûreté des digues maritimes et fluviales.
Our societies have become very crisis-prone. This book explores crises and the methods of anticipation, management and reconstruction, and considers a risk-crisis-territorial development continuum. The aim is to better understand a widely used concept and clarify the methods of action in the field of crisis management. The different forms of learning proposed to better face future crises are also questioned. This book invites us to analyze the resources available to support crisis management and reconstruction, and consider the unequal access to these resources in different territories in order to design future territorial strategies. This often results in a form of territorial inertia after the crises. However, some innovate, imagine renewed territories, prepare for reconstruction, or even recompose territories now in order to make them more resilient. The crisis can then be the driving force or the accelerator of these changes and contribute to the emergence of new practices, or even new urban and territorial utopias.
This book gathers a collection of extended papers based on presentations given during the SimHydro 2017 conference, held in Sophia Antipolis, Nice, France on June 14–16, 2017. Erosion is the most common cause of failures at earth-dams, dikes and levees, whether through overtopping and overflowing, or internal erosion and piping. This book is dedicated to the phenomenon of internal erosion and piping. It is not intended to be exhaustive on the subject, but brings together some of the latest international research and advances. Emphasis is placed on physical processes, how they can be studied in the laboratory, and how test results can be applied to levees and dams. The results from several research projects in Australia, France, the Netherlands and the United States are covered by the authors. Our aim has been to share our most recent findings with students, researchers and practitioners. Understanding the failure of an earth-dam or a levee by erosion in a unified framework, whether internal erosion or surface erosion, requires continuous research in this field. He has over 20 years of teaching and research experience, and has been a member of the ICOLD (International Commission on Large Dams) European Working Group on Internal Erosion since 2005. He has participated in 19 large dam reviews in France (visual inspection, monitoring data analysis and numerical modeling). His current activities include research, teaching and consultancy, focusing on soil erosion and the processes of levee breach.
