Painful experience makes it prudent to exercise caution in predicting developments with in the European Union. Negotiations may drag out, snags may appear and some thing may happen on the way to ratification. So perhaps it is wise to take a broad er view of European integration - and therefore integration within the North European, Barents and Baltic Sea region that is the focus of this Yearbook. EU membership for those countries that are able to satisfy the Copenhagen requirements - and the chapters of the acquis communautaire that have subse quently been specified - is certainly a prize worth fighting for. But all is not lost if some of the applicants end up not joining the Union as a result of the current enlargement round. Even more important than formal membership is the process of growing together that has taken place simultaneously with the membership negotiations. We are dealing here with integration in the real world of trade, investments, division of labour, politics, environment, hard and soft security, people-to-people relations etc.

The once pristine and rich marine environment of the South China Sea is degrading at an alarming rate due to the rapid socioeconomic development of the region. Despite this, and due mainly to complicated sovereignty and maritime disputes, coastal States have not been able to develop effective regional cooperation to safeguard the shared marine environment. Marine Protected Areas Network in the South China Sea discusses legal and political measures to support the development of a network of marine protected areas in the South China Sea. Such a network, if properly developed, would not only help to protect the marine environment and resources of the region but also contribute to decreasing the tension among its coastal States. These measures are suggested in accordance with international law, based on the specific geopolitical context of the South China Sea region and take into consideration experiences in developing regional networks of marine protected areas from other marine regions.

IUCN's Protected Areas Management Categories, which classify protected areas according to their management objectives, are today accepted as the benchmark for defining, recording, and classifying protected areas. These guidelines provide as much clarity as possible regarding the meaning and application of the Categories. The Pan-European Biological and Landscape Strategy (1996) aims to halt the degradation of landscape and biological diversity across the European region. Action Theme 2 of the Strategy relates to the integration of landscape and biological diversity into other sectors including transport. This Code of Practice contributes to this progress. The Code relates to linear transport systems, comprising roads, railways and inland navigation along waterways, such as canals and rivers. It aims to assist elected representatives, decision makers, and practitioners as well as nature conservation bodies in the understanding of the main issues and solutions associated with the planning, design and use of linear transportation networks i.e. roads, railways and inland navigation channels, in relation to the landscape and biological diversity. Other modes of transport are outside the scope of this CodeThe Code sets a political and social framework and proposes policy options for the development of new, and the maintenance of existing linear transport systems in relation to biological and landscape diversity. By building on examples, the Code has developed a series of Practice Pointers.
