A twentieth-century innovation, foreign aid has become a familiar and even expected element in international relations. But scholars and government officials continue to debate why countries provide it: some claim that it is primarily a tool of diplomacy, some argue that it is largely intended to support development in poor countries, and still others point out its myriad newer uses. Carol Lancaster effectively puts this dispute to rest here by providing the most comprehensive answer yet to the question of why governments give foreign aid. She argues that because of domestic politics in aid-giving countries, it has always been—and will continue to be—used to achieve a mixture of different goals. Drawing on her expertise in both comparative politics and international relations and on her experience as a former public official, Lancaster provides five in-depth case studies—the United States, Japan, France, Germany, and Denmark—that demonstrate how domestic politics and international pressures combine to shape how and why donor governments give aid. Founded in 1919 under the Treaty of Versailles as part of the League of Nations’ system, the ILO is still today the main organization responsible for the international organization of work and the improvement of working conditions in the world. Widely recognized for its efforts in building international labour standards, the ILO remains little studied by development specialists and historians. This book intends to fill this gap and traces the history of international development and its early pioneers, through an analysis of the activities of the International Labour Office, the Secretariat of the International Labour Organization, between 1930 and 1946. In this book, development is used as a key to questioning the ILO's place and function in the expanding inter-war world. The development practices and discourses that emerged in the 1930s were mainly intended to support the ILO's universalization strategy, which was made necessary by the events that shook Europe at the time. Development discourses and practices were also part of the "esprit du temps", as they were closely linked to the affirmation of the planist and rationalist ideas of the 1930s. However, development for the ILO was not reduced to a project of economic modernization, but was seen as a tool for social engineering, as evidenced by the ILO's missions of technical assistance, organized since 1930. The analysis of the expertise work makes it possible to highlight the logics that prevailed in technical assistance, which was more in line with institutional objectives, than with the dissemination of a genuine expertise. This book therefore hopes to bring new insight on the history of internationalism, and international organizations during the inter-war period and the Second World War, as well as on the role of the ILO in the history of international development thinking and practices.

The book shows that, like war, diplomacy has been around a very long time, at least since the Bronze Age. It was primitive by today's standards, there were few rules, but it was a recognizable form of diplomacy. Since then, diplomacy has evolved greatly, to the extent that the major events of modern international diplomacy have dramatically shaped the world in which we live. Indeed, the case studies chosen here demonstrate that diplomacy was and remains a key element of statecraft, and that without skilful diplomacy political success may remain elusive.
The end of the Cold War radically changed both classic policies of national and collective security and international strategies for conflict management and the stabilization of precarious states. The threat of Islamic extremism and the wars in Afghanistan and Iraq have shattered any illusions of a peace dividend and have given strategies against state failure a new urgency. The growing awareness of the complex and intertwined problems of human security, socioeconomic underdevelopment and governance deficits as root causes of precarious statehood made policy coherence the new mantra for Western national governments and international organizations. Henceforth, it was envisaged to relinquish the existing division between diplomacy, development and defense in favour of the new comprehensive "3D"-approach. This book is an attempt to assess the extent to which both international organizations and states have lived up to the new insights of the "3D" continuum and adopted strategies corresponding institutional settings and policy instruments to provide the necessary culture of policy coherence for tackling the problems of precarious statehood and the international security challenges those states pose. On the national level, the cases studied are the United States, the United Kingdom, Germany and the Netherlands. On the international level, the United Nations and the European Union were examined. It is hoped, that the lessons learned from whole-of-government approaches and the recommendations drawn from this survey will help both governments and international organizations to excel in dealing with precarious states, thereby making policy coherence a reality in risk assessment, decision-making and policy implementation.
This book seeks to describe how Japan manipulated existing diplomatic channels to ensure national security. Rather, far from aiming at seclusion, Japan's diplomacy in the seventeenth century was orchestrated to achieve certain objectives, both outside the country and inside it. The aim was to build Japan into an autonomous center of its own. Since the country was "closed," elaborate and expensive foreign embassies were obliged to make the journey to Edo. Countries which were perceived as potential threats, such as Portugal and Spain, were excluded from this process. Only those such as the Chinese and the Dutch, with whom trade was recognized as desirable, were allowed a supervised presence in Japan itself. Closing the gates to Japan was not the object. Rather, carefully judging just when they should be open and shut was the aim.
