Pursuant to a congressional request, GAO reviewed the Department of Defense's (DOD) fiscal year (FY) 1991 budget request for automatic data processing (ADP) resources. GAO found that there were potential reductions of $460.1 million to the DOD FY 1991 ADP budget request, including: (1) $72 million from the Army; (2) $74.1 million from the Air Force; (3) $14 million from the Defense Logistics Agency (DLA); and (4) $300 million from operations and maintenance funds due to consolidation of support areas. GAO also found that the: (1) Army's Standard Installation/Division Personnel System III and Strategic Logistics Program (SLP) could be duplicating work performed by other ADP systems; (2) DOD Major Automated Information System Review Committee did not review SLP, which did not follow DOD life-cycle management policies; (3) Air Force's acquisition of additional automatic communication processors would be premature; (4) Air Force failed to evaluate alternatives to its proposed Super-High-Frequency Portable Terminal System; (5) Air Force's Ultra-High-Frequency Satellite Terminal System was behind schedule and experienced system integration problems; and (6) DLA Standard Automated Materiel Management System/Immediate Improvement Initiative experienced a 24-month schedule slippage.
