The Center for Development Research (ZEF) is an international and interdisciplinary academic research institute of the Rheinische-Friedrich-Wilhelms University of Bonn, Germany. ZEF's research aims at finding solutions to global development issues. The research programs build on the methods and analytical styles of the disciplinary research areas and link and integrate knowledge and capacities from these different areas. ZEF's three research departments are: Political and Cultural Change (ZEF a) Economic and Technological Change (ZEF b) Ecology and Natural Resources Management (ZEF c).

Decentralization reforms introduced to Africa in the 1990s have not always delivered the intended long-term outcomes. This is a collection on the consequences of these reforms two decades on. In addition to general and comparative overviews, the book contains case studies on Ghana, Senegal, Zimbabwe, Namibia, Ethiopia, and Uganda. The common theme across the chapters is that the reforms seem to have engendered political consequences beyond decentralization itself – mostly through interaction with the broader historical, political, social, and economic context. The book thus speaks both to the scholarly literature (on decentralization, democratization, and development) and to the community of development practitioners. Most of the literature on decentralization and development emphasizes questions of institutional design and policy, but here the harder-to-pin-down political patterns marking the workings of decentralization are the main focus of analysis. The debates on development, through the case studies, are connected to the scholarly literatures on comparative federalism, comparative decentralization, and local democracy. The main conclusion that emerges from the studies in the book is that no magic formula that can turn countries into peaceful, stable, and prosperous democracies overnight exists. Furthermore, there are risks involved in importing formal institutions without regard to the local historical, political, social, and economic context. The chapters of this book were originally published as a special issue in Regional and Federal Studies.

This paper argues that there are many challenges to designing and implementing water and sanitation interventions that actually deliver economic benefits to the households in developing countries. Perhaps most critical to successful water and sanitation investments is to discover and implement forms of service and payment mechanisms that will render the improvements worthwhile for those who must pay for them. In this paper, we argue that, in many cases, the conventional network technologies of water supply and sanitation will fail this test, and that poor households need alternative, non-network technologies. However, it will not necessarily be the case that specific non-network improved water supply and/or sanitation technologies will always be seen as worthwhile by those who must pay for them. We argue that there is no easy panacea to resolve this situation. For any intervention, the outcome is likely to be context-dependent. An intervention that works well in one locality may fail miserably in another. For any given technology, the outcome will depend on economic and social conditions, including how it is implemented, by whom, and often on the extent to which complementary behavioral, institutional and organizational changes also occur. For this reason, we warn against excessive generalization: one cannot, in our view, say that one intervention yields a rate of return of x% while another yields a return of y%, because the economic returns are likely to vary with local circumstances. More important is to identify the circumstances under which an intervention is more or less likely to succeed. Also for this reason, when we analyze a few selected water and sanitation interventions, we employ a probabilistic rather than a deterministic analysis to emphasize that real world outcomes are likely to vary substantially.

Projects implementation in may Sub Saharan countries are always established to allieviate perceived need. In the case of water, the aim is to provide clean safe water to communities in needs. In most rural areas and in conflict prone areas, such kind of projects faces enormous challanges. South Sudan have been in war for decade and sectorian conflict affect many communities living in the rural areas. A number of factors affect the management of community water projects. Some of these risk factors are associated with conflict and continued political unrest in many sub saharan Africa. The most striking ones include competition among water service providers, use sub-standard equipment, political leaders interferences, limited finances, insufficient use of existing policies, incomplete project implementation and poor governance. The book is derived from a study carried in order to dentifiy, analyse and respond to risks arising either positively or negatively that affect the water projects rendering community at risk. A mixed research methods that involved both primary and secondary data sources was used to collect date for this book. A purposive sampling method used utilizing semi-structured questionnaires and interviews in order to collect releveance data and analyze the risks involved in the community water kiosks in South Sudan. Successsful community water project require holistic approach that should involves all the stakeholders, strengheneing institutional capacity and enactment of better laws and regulations including contract laws. In addition the use of modern business tools and techniques including cost management, operational management, risk management and project management can greatly enhance the performance of the water kiosk projects.
