For U.S. defense planners, these are the best of times and the worst of times. On the one hand, with the collapse of our erstwhile Cold War adversary, basic questions of national security strategy are once again in play. In light of this change, there has never been greater scope for reviewing U.S. national objectives and threats to them, creatively weighing these against resources available, and crafting a strategy suitable to new and emerging conditions. At the same time, extraordinary developments emerging from the technology base are opening up possibilities for radically new ways of conducting military operations. Taken together, these trends should spark a wide-ranging set of debates about the best way for this nation to go about protecting and advancing its interests in the future, the roles that military power should play in U.S. national security strategy, and the appropriate size and mix of U.S. military forces. Yet, to date, these debates have seemed constricted, if not stillborn. Perhaps one reason for this is that Americans have not yet embraced a broad set of guiding objectives for U.S. foreign policy and security strategy. Too, the shrinking of the defense budget poses a seemingly endless set of management challenges as we try to downsize the defense establishment without severely disrupting the activities of commanders and forces in the field. Resource constraints have also heightened sensitivities, so that at the level of military force structure and program analysis, it is difficult to escape the feeling that every position is evaluated first through the lens of Service parochialism.
William J. Perry and Ashton B. Carter, two of the world's foremost defense authorities, draw on their experience as leaders of the U.S. Defense Department to propose a new American security strategy for the twenty-first century. After a century in which aggression had to be defeated in two world wars and then deterred through a prolonged cold war, the authors argue for a strategy centered on prevention. Now that the cold war is over, it is necessary to rethink the risks to U.S. security. The A list--threats to U.S. survival--is empty today. The B list--the two major regional contingencies in the Persian Gulf and on the Korean peninsula that dominate Pentagon planning and budgeting--pose imminent threats to U.S. interests but not to survival. And the C list--such headline-grabbing places as Kosovo, Bosnia, Somalia, Rwanda, and Haiti--includes important contingencies that indirectly affect U.S. security but do not directly threaten U.S. interests. Thus the United States is enjoying a period of unprecedented peace and influence; but foreign policy and defense leaders cannot afford to be complacent. The authors' preventive defense strategy concentrates on the dangers that, if mismanaged, have the potential to grow into true A-list threats to U.S. survival in the next century. These include Weimar Russia: failure to establish a self-respecting place for the new Russia in the post-cold war world, allowing it to descend into chaos, isolation, and aggression as Germany did after World War I; Loose Nukes: failure to reduce and secure the deadly legacy of the cold war--nuclear, chemical, and biological weapons in Russia and the rest of the former Soviet Union; A Rising China Turned Hostile: failure to shape China's rise to Asian superpower status so that it emerges as a partner rather than an adversary; Proliferation: spread of weapons of mass destruction; and Catastrophic Terrorism: increase in the scope and intensity of transnational terrorism.They also argue for
National secuirty strategy is a vast subject involving a daunting array of interrelated subelements woven in intricate, sometimes vague, and ever-changing patterns. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. It is not yet 60 years since the first artificial satellite was placed into Earth orbit. In just over a half century, mankind has gone from no presence in outer space to a condition of high dependence on orbiting satellites. These sensors, receivers, transmitters, and other such devices, as well as the satellites that carry them, are components of complex space systems that include terrestrial elements, electronic links between and among components, organizations to provide the management, care and feeding, and launch systems that put satellites into orbit. In many instances, these space systems connect with and otherwise interact with terrestrial systems; for example, a very long list of Earth-based systems cannot function properly without information from the Global Positioning System (GPS). Space systems are fundamental to the information business, and the modern world is an information-driven one. In addition to navigation (and associated timing), space systems provide communications and imagery and other Earth-sensing functions. Among these systems are many that support military, intelligence, and other national security functions of the United States and many other nations. Some of these are unique government, national security systems; however, functions to support national security are also provided by commercial and civil-government space systems. 
The importance of space systems to the United States and its allies and potential adversaries raises major policy issues. National Security Space Defense and Protection reviews the range of options available to address threats to space systems, in terms of deterring hostile actions, defeating hostile actions, and surviving hostile actions, and assesses potential strategies and plans to counter such threats. This report recommends architectures, capabilities, and courses of action to address such threats and actions to address affordability, technology risk, and other potential barriers or limiting factors in implementing such courses of action.
