The democratic legitimacy of the European Union has become an increasingly urgent issue. In searching for a way out, academics, EU institutions, and political forces advocate the involvement of civil society. The Commission's new governance approach and the Lisbon Treaty introduced elements of participatory democracy and elevated civil society to a key actor in democratizing the EU. Does this hold upon closer scrutiny? This is the main question of the book. It investigates how the promise of civil society participation is put into practice and, based on an elaborate theoretical framework, evaluates whether the political practice deserves the quality attribute 'participatory democracy'. The book presents the results of a large research project composed of several highly original empirical studies. The research team used various methodological approaches and generated a rich data set. The wealth of empirical insight is evaluated against clear criteria deduced from normative democratic theory. As key elements of the analyses - democracy, participation, and civil society - are contested concepts, the authors placed particular emphasize on clarifying their understanding of these concepts and on considering competing interpretations. By relying on a consistent theoretical approach the authors present an unusually balanced evaluation. They come to convincing, though rather skeptical conclusions. Civil society participation in EU governance is not the democratic remedy its advocates had hoped for. This may not be a welcome but nevertheless it is an important finding both for European decision-makers, for civil society organizations and for scholars.
Democracies are transforming worldwide, but at the same time political inequality is increasing. This development threatens to leave growing portions of mass publics effectively ‘outside’ the political process. This volume brings together leading authorities in the field of democratic citizenship and participation to address pertinent questions concerning the quality of the democratic political process at the beginning of the twenty-first century. Analysing causes and consequences of recent developments in democratic governance and citizenship, it contributes new and original research to the ongoing debate on the crisis of representative democracy. The contributors deal with a broad range of issues including aspects of democratic citizenship and citizens' perceptions of system performance, political inequality and the democratic impact of participatory innovations. The Maastricht Treaty, signed in 1992 and ratified in the following year, is widely seen as a landmark in the evolution of the European Union. It introduced into the treaty framework revolutionary new elements such as the co-decision procedure between the Council and the European Parliament, cooperation in the area of Justice and Home Affairs, the Common Foreign and Security Policy and the "euro" as a single currency for the majority of the then member states. It also introduced the concept of European citizenship into the treaty, reflecting the rising expectations of both citizens and decision-makers in the European project, and upgraded the role of the European Council at the summit of the EU’s institutional structure. Twenty years later, each of these innovations remain of central importance for the process of European integration, while current developments provide a valuable opportunity to reflect on the historical decisions taken in Maastricht in order to assess their significance and examine the subsequent evolution of the Union. This volume brings together an international group of leading scholars in the field in order to provide such an assessment, with each article both looking back over the developments within each of these domains as well as looking ahead to the way in which the EU is positioned to address current challenges. This book was published as a special issue of the Journal of European Integration.
Volume Two of the Classics of Comparative Policy Analysis, contains chapters concerned with "Institutions and Governance in Comparative Policy Analysis Studies". They highlight that at the core of any policy making, the different institutions and modes of governance have a significant effect. Questions about the impact of governance have become more central to comparative policy analysis as scholars have given more attention to globalization, organizational cultural differences, policy learning, transfer, and diffusion. This book investigates the role of law in confronting major societal transformations embodied by the emergence of nanotechnologies. Taking the case of the European Union, it explores who the key decision-makers in the regulation of nanotechnologies are and how they take decisions. The questions are explored through two distinct case studies: the food and chemicals sectors. The book charts an incremental retreat of the European Union to its executive powers, including 'soft law' measures such as agencies' guidelines or implementing measures. This, the author argues, results in the Union's fundamental democratic control mechanisms, the EU legislature and the Court of Justice of the EU, being circumvented. The book recommends several immediate proposals to reform EU risk regulation, advocating a greater reliance on the European Parliament and outlining measures to increase the transparency of guidance drafting by EU agencies. This important work provides a timely examination of how emerging technologies pose both regulatory and democratic challenges.
This book assesses the impact of the May 2019 European elections as well as the Covid-19 pandemic on the EU’s politics, institutions, and policies. Special attention is paid to the impact of these events on the different political forces as well as on the Union’s institutional balance, its priorities and the reform of its budget and policies. Because of the many post-electoral uncertainties, the book also takes into account how the relations between the Parliament, the European Council and the new Commission have developed. Furthermore, it analyses the capacity of the von der Leyen Commission to implement an ambitious programme, especially in the context of an unfolding pandemic. The objective of this book is to study the 2019 electoral sequence (parliamentary elections, appointment of EU institutions leaders, investiture of the Commission, new legislative programme) and determine its influence on the main institutional and political challenges for the 2019-2024 legislature. In other words, the volume deals with the question of who holds the EU’s leadership after the 2019 elections and how it handles the 2020-2021 pandemic.

In recent years the financial and economic crisis of 2008–9 has progressed into an equally important political and democratic crisis of the EU. These troubled times have set the framework to re-assess a number of important questions in regard to representative democracy in the EU, such as the normative foundation of political representation, the institutional relationship between representatives and represented, the link between democracy and representation and new arenas and actors. This book examines the diverse avenues through which different sorts of actors have expressed their voices during the Euro crisis and how their various interests are translated into the decision-making process. It offers a state-of- the-art assessment of what political representation means in this context as well as a contribution to the ‘representative turn’ in democratic theory. This edited book is the first of its kind to systematically address the intersection of e-democracy and European politics. It contributes to an improved understanding of the role that new media technologies play in European politics and the potential impact that Internet-based political participation processes may have on modern-day representative democracy in Europe. A unique, holistic approach is taken to examine e-democracy’s current state and prospects in Europe from three, partially overlapping and interlocking perspectives: e-public, e-participation and e-voting. The authors provide both theory-inspired reflections on e-democracy’s contribution to the formation of the European public sphere, as well as rich empirical analyses of contemporary e-participation phenomena such as the European Citizens’ Initiative or e-voting practices in Estonia. Based on the presented findings, the concluding chapter combines a prospective outlook with recommendations for future paths towards meaningful integration of e-democracy in European politics and governance.
