This book constitutes the refereed post-conference proceedings of the Second International Conference on Data Information in Online Environments, DIONE 2021, which took place in March 2021. Due to COVID-19 pandemic the conference was held virtually. DIONE 2021 presents theoretical proposals and practical solutions in the treatment, processing and study of data and information produced in online environments, the latest trends in the analysis of network information, media metrics social, data processing technologies and open science. The 40 revised full papers were carefully reviewed and selected from 86 submissions. The papers are grouped in thematical sessions on evaluation of science in social networking environment; scholarly publishing and online communication; and education in online environments.

This book constitutes the refereed post-conference proceedings of the First International Conference on Data and Information in Online Environments, DIONE 2020, which took place in Florianópolis, Brazil, in March 2020. DIONE 2020 handles the growing interaction between the information sciences, communication sciences and computer sciences. The 18 revised full papers were carefully reviewed and selected from 37 submissions and focus on the production, dissemination and evaluation of contents in online environments. The goal is to improve cooperation between data science, natural language processing, data engineering, big data, research evaluation, network science, sociology of science and communication communities.
Digital technologies and networks are now part of everyday work in the sciences, and have enhanced access to and use of scientific data, information, and literature significantly. They offer the promise of accelerating the discovery and communication of knowledge, both within the scientific community and in the broader society, as scientific data and information are made openly available online. The focus of this project was on computer-mediated or computational scientific knowledge discovery, taken broadly as any research processes enabled by digital computing technologies. Such technologies may include data mining, information retrieval and extraction, artificial intelligence, distributed grid computing, and others. These technological capabilities support computer-mediated knowledge discovery, which some believe is a new paradigm in the conduct of research. The emphasis was primarily on digitally networked data, rather than on the scientific, technical, and medical literature. The meeting also focused mostly on the advantages of knowledge discovery in open networked environments, although some of the disadvantages were raised as well. The workshop brought together a set of stakeholders in this area for intensive and structured discussions. The purpose was not to make a final declaration about the directions that should be taken, but to further the examination of trends in computational knowledge discovery in the open networked environments, based on the following questions and tasks: 1. Opportunities and Benefits: What are the opportunities over the next 5 to 10 years associated with the use of computer-mediated scientific knowledge discovery across disciplines in the open online environment? What are the potential benefits to science and society of such techniques? 2. Techniques and Methods for Development and Study of Computer-mediated Scientific Knowledge Discovery: What are the techniques and methods used in government, academia, and industry to study and understand these processes, the validity and reliability of their results, and their impact inside and outside science? 3. Barriers: What are the major scientific, technological, institutional, sociological, and policy barriers to computer-mediated scientific knowledge discovery in the open online environment within the scientific community? What needs to be known and studied about each of these barriers to help achieve the opportunities for interdisciplinary science and complex problem solving? 4. Range of Options: Based on the results obtained in response to items 1-3, define a range of options that can be used by the sponsors of the project, as well as other similar organizations, to obtain and promote a better understanding of the computer-mediated scientific knowledge discovery processes and mechanisms for openly available data and information online across the scientific domains. The objective of defining these options is to improve the activities of the sponsors (and other similar organizations) and the activities of researchers that they fund externally in this emerging research area. The Future of Scientific Knowledge Discovery in Open Networked Environments: Summary of a Workshop summarizes the responses to these questions and tasks at hand.

The National Oceanic and Atmospheric Administration (NOAA) collects, manages, and disseminates a wide range of climate, weather, ecosystem and other environmental data that are used by scientists, engineers, resource managers, policy makers, and others in the United States and around the world. The increasing volume and diversity of NOAA's data holdings - which include everything from satellite images of clouds to the stomach contents of fish - and a large number of users present NOAA with substantial data management challenges. NOAA asked the National Research Council to help identify the observations, model output, and other environmental information that must be preserved in perpetuity and made readily accessible, as opposed to data with more limited storage lifetime and accessibility requirements. This report offers nine general principles for effective environmental data management, along with a number of more specific guidelines and examples that explain and illustrate how these principles could be applied at NOAA.
Rapid technological changes and availability of news anywhere and at any moment have changed how people seek out news. Increasingly, consumers no longer take deliberate actions to read the news, instead stumbling upon news online. While the emergence of serendipitous news discovery online has been recognized in the literature, there is a limited understanding about how people experience this behavior. Based on the mixed method study that investigated online news reading behavior of residents in a Midwestern U.S. town, we explore how people accidentally discover news when engaged in various online activities. Employing the grounded theory approach, we define Incidental Exposure to Online News (IEON) as individual's memorable experiences of chance encounters with interesting, useful, or surprising news while using the Internet for news browsing or for non-news-related online activities, such as checking email or visiting social networking sites. The book presents a conceptual framework of IEON that advances research and an understanding of serendipitous news discovery from people's holistic experiences of news consumption in their everyday lives. The proposed IEON Process Model identifies key steps in an IEON experience that could help news reporters and developers of online news platforms create innovative storytelling and design strategies to catch consumers' attention during their online activities. Finally, this book raises important methodological questions for further investigation: how should serendipitous news discovery be studied, measured, and observed, and what are the essential elements that differentiate this behavior from other types of online news consumption and information behaviors?
Given the increasing attention to managing, publishing, and preserving research datasets as scholarly assets, what competencies in working with research data will graduate students in STEM disciplines need to be successful in their fields? And what role can librarians play in helping students attain these competencies? In addressing these questions, this book articulates a new area of opportunity for librarians and other information professionals, developing educational programs that introduce graduate students to the knowledge and skills needed to work with research data. The term "data information literacy" has been adopted with the deliberate intent of tying two emerging roles for librarians together. By viewing information literacy and data services as complementary rather than separate activities, the contributors seek to leverage the progress made and the lessons learned in each service area. The intent of the publication is to help librarians cultivate strategies and approaches for developing data information literacy programs of their own using the work done in the multiyear, IMLS-supported Data Information Literacy (DIL) project as real-world case studies. The initial chapters introduce the concepts and ideas behind data information literacy, such as the twelve data competencies. The middle chapters describe five case studies in data information literacy conducted at different institutions (Cornell, Purdue, Minnesota, Oregon), each focused on a different disciplinary area in science and engineering. They detail the approaches taken, how the programs were implemented, and the assessment metrics used to evaluate their impact. The later chapters include the "DIL Toolkit," a distillation of the lessons learned, which is presented as a handbook for librarians interested in developing their own DIL programs.
