Contemporary societies within Europe face many challenges, including declining levels of voter turnout in elections, increased distrust of politicians, high levels of hate crime, intolerance and prejudice towards minority ethnic and religious groups, and increasing levels of support for violent extremism. The book describes the competence model in detail, together with the methods used to develop it. The model provides a robust conceptual foundation for the future development of curricula, pedagogies and assessments in democratic citizenship and human rights education. Its application will enable educational systems to be harnessed effectively for the preparation of students for life as engaged and tolerant democratic citizens. What is the relationship between democracy and political culture in countries undergoing major systemic change? Have subjective political orientations of citizens been important in shaping the development of democracy in central and eastern Europe after the fall of communism? These core questions are tackled by an impressive range of twenty political scientists, sixteen of which are based in the central and eastern European countries covered in this essential new book. Their analyses draw on a unique set of data collected and processed by the contributors to this volume within the framework of the World Values Survey project. This data enables these authors to establish similarities and differences in support of democracy between a large number of countries with different cultural and structural conditions as well as historical legacies. The macro-level findings of the book tend to support the proposition that support of democracy declines the further east one goes. In contrast, micro-level relationships have been found to be astonishingly similar. For example, support of democracy is always positively related to higher levels of education – no matter where an individual citizen happens to live. This new book builds a clear understanding of what makes democracies strong and resistant to autocratic temptation.
At a time when some EU member states are attracting attention for the rise to power of illiberal, anti-democratic political movements, this book’s analytical focus on ideas and identities helps explain why institutional progress is not necessarily reflected in the formation of liberal, democratic publics. Starting from the premise that citizens can only uphold the institutions of liberal democracy when they understand and identify with the principles enshrined in them, the author applies normative public sphere theory to the analysis of political discourse and everyday discussion in Serbia and Bulgaria. From this perspective, the Serbian public sphere is observed to be more contested, pluralist and, at the margins, liberal than that of Bulgaria. Considering that Bulgaria has been a full EU member since 2007 while Serbia remains stuck in the waiting room, it is argued that democratic cultures are not shaped by elite-led drives to meet institutional criteria but rather by the spread of ideas through politics, the media and the discussions of citizens. Moving beyond the narrow focus on institutions that currently prevails in studies of democratization, this book demonstrates the value of a more ethnographic and society-oriented approach.

According to received wisdom parties have played a mainly destructive role in French political development. Of questionable legitimacy, pursuing narrow sectarian goals, often corruptly, they have brought about division, weakness and the collapse of regimes. A proper reading of history suggests differently. By combining historical research and contemporary political science theory about party, the author shows that for over a century party has irrigated French democracy in often invisible ways, brokering working compromises between groups divided strongly along social, political and cultural lines. The key to this success is the party system, which allowed for a high degree of collusion and cooptation between political elites, rhetoric notwithstanding. This hidden logic has persisted to this day despite the advent of presidentialism and remains the key to the continuing prosperity of French democracy.
