This is the first English-language book on cultural policy in Korea, which critically historicises and analyses the contentious and dynamic development of the policy. It highlights that the evolution of cultural policy has been bound up with the complicated political, economic and social trajectory of Korea to a surprising degree. Investigating the content and context of the policy from the period of Japanese colonial rule (1910–1945) until the military authoritarian regime (1961–1988), the book discusses how culture, often co-opted by the government, was mobilised to disseminate state agendas and define national identity. It then moves on to investigate the distinct characteristics of Korea’s contemporary cultural policy since the 1990s, particularly its energetic pursuit of democracy, a market economy of culture and outward cultural globalisation (the Korean Wave). This book helps readers to understand the continuous presence of the ‘strong state’ in Korean cultural policy and its implications for the cultural life of Koreans. It argues that this exceptionally active cultural policy sets an important condition not only for artistic creation, cultural consumption and cultural business in the country, but also for the nation's ambitious endeavour to turn the success of its pop culture into a global phenomenon.
This book analyses the cultural politics of urban development in Gwangju, South Korea, and illustrates the implementation of state-led arts-based urban boosterism efforts in the context of political trauma and the desire for economic growth. The book explores urban development that is complicated by the recent history of democratic uprising in Gwangju, and it examines the dichotomy between cities as growth machines and progressive metropolises. Actor-oriented qualitative research methods are used to show how culture and economies can evolve from territorial conflicts. The author argues that the quest for both growth and social justice can coexist in intertwined ways and create urban development. Moreover, recent events in Gwangju, such as the May 18 Democratic Uprising and massacre, are shown to act as a backdrop for state-led urban boosterism and desire for economic growth at the same time as depicting a resistance to state-corporate marketing plans, which culminates in the eventual emergence of relatively coherent places-of-memory. These convergences and divergences are comparable to the urban boosterism characteristic of Western cities. The book contributes to the dialogue surrounding geography, urban studies, and postcolonial urban development, and will be of interest to academics working in these fields as well as human geography, planning, urban politics and East Asian studies.
This in-depth exploration of culture, media, and protest follows South Korea’s transition from the Korean War to the start of the political struggles and socioeconomic transformations of the Park Chung Hee era. Although the post–Korean War years are commonly remembered as a time of crisis and disarray, Charles Kim contends that they also created a formative and productive juncture in which South Koreans reworked pre-1945 constructions of national identity to meet the political and cultural needs of postcolonial nation-building. He explores how state ideologues and mainstream intellectuals expanded their efforts by elevating the nation’s youth as the core protagonist of a newly independent Korea. By designating students and young men and women as the hope and exemplars of the new nation-state, the discursive stage was set for the remarkable outburst of the April Revolution in 1960. Kim’s interpretation of this seminal event underscores student participants’ recasting of anticolonial resistance memories into South Korea’s postcolonial politics. This pivotal innovation enabled protestors to circumvent the state’s official anticommunism and, in doing so, brought about the formation of a culture of protest that lay at the heart of the country’s democracy movement from the 1960s to the 1980s. The positioning of women as subordinates in the nation-building enterprise is also shown to be a direct translation of postwar and Cold War exigencies into the sphere of culture; this cultural conservatism went on to shape the terrain of gender relations in subsequent decades. A meticulously researched cultural history, Youth for Nation illuminates the historical significance of the postwar period through a rigorous analysis of magazines, films, textbooks, archival documents, and personal testimonies. K-Pop: Popular Music, Cultural Amnesia, and Economic Innovation in South Korea seeks at once to describe and explain the emergence of export-oriented South Korean popular music and to make sense of larger South Korean economic and cultural transformations. John Lie provides not only a history of South Korean popular music—the premodern background, Japanese colonial influence, post-Liberation American impact, and recent globalization—but also a description of K-pop as a system of economic innovation and cultural production. In doing so, he delves into the broader background of South Korea in this wonderfully informed history and analysis of a pop culture phenomenon sweeping the globe.
This book aims to provide comprehensive empirical and theoretical studies of expanding fandom communities in East Asia through the commodification of Japanese, Korean and Chinese popular cultures in the digital era. Using a multidisciplinary approach including political economy, East Asian studies, political science, international relations concepts and history, this book focuses on a few research objectives. In terms of methodology, it is an area studies approach based on interpretative work, observation studies, policy and textual analysis. First, it aims to examine the closely intertwined relationship between the three major stakeholders in the iron triangle of production companies, consumers and states (i.e., role of government in policy promotion). Second, it studies the interpenetration, adaptation, innovation and hybridization of exogenous Western culture with traditional popular cultures in (North) East Asia. Third, it studies the influence of popular cultures and how cultural products resonate with a regional audience through collective consumption, contents reflective of normative values, the emotive and cognitive appeal of familiar images and social learning as well as peer effect found in fan communities. It then examines how consumption contributes to soft cultural influence and how governments leverage on its comparative advantages and cultural assets for commercial success and in the process augment national (cultural) influence. These questions will be discussed and analyzed and contextualized through the case studies of J-pop (Japanese popular culture), K-pop (Korean popular culture or Hallyu) and Chinese popular culture (including Mando-pop and Taiwanese popular culture).
Focusing on female idols’ proliferation in the South Korean popular music (K-pop) industry since the late 1990s, Gooyong Kim critically analyzes structural conditions of possibilities in contemporary popular music from production to consumption. Kim contextualizes the success of K-pop within Korea’s development trajectories, scrutinizing how a formula of developments from the country’ rapid industrial modernization (1960s-1980s) was updated and re-applied in the K-pop industry when the state had to implement a series of neoliberal reformations mandated by the IMF. To that end, applying Michel Foucault’s discussion on governmentality, a biopolitical dimension of neoliberalism, Kim argues how the regime of free market capitalism updates and reproduces itself by 1) forming a strategic alliance of interests with the state, and 2) using popular culture to facilitate individuals’ subjectification and subjectivation processes to become neoliberal agents. As to an importance of K-pop female idols, Kim indicates a sustained utility/legacy of the nation’s century-long patriarchy in a neoliberal development agenda. Young female talents have been mobilized and deployed in the neoliberal culture industry in a similar way to how un-wed, obedient female workers were exploited and disposed on the sweatshop factory floors to sustain the state’s export-oriented, labor-intensive manufacturing industry policy during its rapid developmental stage decades ago. In this respect, Kim maintains how a post-feminist, neoliberal discourse of girl power has marketed young, female talents as effective commodities, and how K-pop female idols exert biopolitical power as an active ideological apparatus that pleasurably perpetuates and legitimates neoliberal mantras in individuals’ everyday lives. Thus, Kim reveals there is a strategic convergence between Korea’s lingering legacies of patriarchy, developmentalism, and neoliberalism. While the current K-pop literature is micro-scopic and celebratory, Kim advances the scholarship by multi-perspectival, critical approaches. With a well-balanced perspective by micro-scopic textual analyses of music videos and macro-scopic examinations of historical and political economy backgrounds, Kim’s book provides a wealth of intriguing research agendas on the phenomenon, and will be a useful reference in International/ Intercultural Communication, Political Economy of the Media, Cultural/ Media Studies, Gender/ Sexuality Studies, Asian Studies, and Korean Studies.
This book discusses how public cultural policies can relate to the principle political issue of democracy. Here, democratic cultural policies include ideas and ideologies, institutional structures, agents and interests, power, access and participation and distribution of economic resources. Contributors focus on analysing the relationship between a political system and culture and the arts as an empirical field. They critically consider questions such as: How do different democratic forms affect cultural policy consequences? Can cultural autonomy be combined with cultural democracy? How is cultural policy-making used as a political process and which interests are involved? What position does popular culture have in cultural policies? How does a former Soviet state like Lithuania handle the question of culture and democracy? What does it mean when UNESCO talks about cultural diversity?
