In A World in Disarray, Haass argues for an updated global operating system—call it world order 2.0—that reflects the reality that power is widely distributed and that borders count for less. One critical element of this adjustment will be adopting a new approach to sovereignty, one that embraces its obligations and responsibilities as well as its rights and protections. Haass also details how the U.S. should act towards China and Russia, as well as in Asia, Europe, and the Middle East. He suggests, too, what the country should do to address its dysfunctional politics, mounting debt, and the lack of agreement on the nature of its relationship with the world. A World in Disarray is a wise examination, one rich in history, of the current world, along with how we got here and what needs doing. Haass shows that the world cannot have stability or prosperity without the United States, but that the United States cannot be a force for global stability and prosperity without its politicians and citizens reaching a new understanding.
In Global Inequality and American Foreign Policy in the 1970s, Michael Franczak demonstrates how Third World solidarity around the New International Economic Order (NIEO) forced US presidents from Richard Nixon to Ronald Reagan to consolidate American hegemony over an international economic order under attack abroad and lacking support at home. The goal of the nations that supported NIEO was to negotiate a redistribution of money and power from the global North to the global South. Their weapon was control over the major commodities—in particular oil—that undergirded the prosperity of the United States and Europe after World War II. Using newly available archival sources, as well as interviews with key administration officials, Franczak reveals how the NIEO and "North-South dialogue" negotiations brought global inequality to the forefront of US national security. The challenges posed by NIEO became an inflection point for some of the greatest economic, political, and moral crises of 1970s America, including the end of golden age liberalism and the return of the market, the splintering of the Democratic Party and the building of the Reagan coalition, and the rise of human rights in US foreign policy in the wake of the Vietnam War. The policy debates and decisions toward the NIEO were pivotal moments in the histories of three ideological trends—neoliberalism, neoconservatism, and human rights—that formed the core of America's post–Cold War foreign policy.
This collection explores foreign policy crises and the way the states/leaders deal with them. Looking at these crises from various aspects, the text sheds light on whether, or how, the reactions of the Turkish ruling elite change while trying to manage these crises. For most of this century, American foreign policy was guided by a set of assumptions that were formulated during World War I by President Woodrow Wilson. In this incisive reexamination, Frank Ninkovich argues that the Wilsonian outlook, far from being a crusading, idealistic doctrine, was reactive, practical, and grounded in fear. Wilson and his successors believed it absolutely essential to guard against world war or global domination, with the underlying aim of safeguarding and nurturing political harmony and commercial cooperation among the great powers. As the world entered a period of unprecedented turbulence, Wilsonianism became a "crisis internationalism" dedicated to preserving the benign vision of "normal internationalism" with which the United States entered the twentieth century. An urgent, historically-grounded take on the four major factors that undermine American democracy, and what we can do to address them. While many Americans despair of the current state of U.S. politics, most assume that our system of government and democracy itself are invulnerable to decay. Yet when we examine the past, we find that to the contrary, the United States has undergone repeated crises of democracy, from the earliest days of the republic to the present. In The Four Threats, Robert C. Lieberman and Suzanne Mettler explore five historical episodes when democracy in the United States was under siege: the 1790s, the Civil War, the Gilded Age, the Depression, and Watergate. These episodes risked profound, even fatal, damage to the American democratic experiment, and on occasion antidemocratic forces have prevailed. From this history, four distinct characteristics of democratic disruption emerge. Political polarization, racism and nativism, economic inequality, and excessive executive power – alone or in combination – have threatened the survival of the republic, but it has survived, so far. What is unique, and alarming, about the present moment is that all four conditions are present in American politics today. This formidable convergence marks the contemporary era as an especially grave moment for democracy in the United States. But history provides a valuable repository from which contemporary Americans can draw lessons about how democracy was eventually strengthened — or in some cases weakened — in the past. This analytical study examines in comprehensive detail the making of the American military and political commitment to Taiwan during the first half of the 1950s. Starting with President Truman's declaration in January 1950 that the United States would not militarily assist Taiwan's Nationalist Chinese government, Robert Accinelli shows why Washington subsequently reversed this position and ultimately chose to embrace Taiwan as a highly valued ally. Accinelli analyzes this critical reversal within the context of shifting international circumstances and domestic developments such as McCarthyism and the Truman-MacArthur controversy.
