International labour migration can be characterized in three ways - as human aspiration, tradition, and necessity. For some people, working overseas is a dream. For others, international labour mobility is a tradition. For a great number of people however, international labour migration is an economic necessity. It is the only viable solution to realize their basic human right to a decent life. GMS worker movements to Thailand typify all three characterizations of international labour mobility. While this book focuses on the economic dimensions of international labour emigration, principally from Cambodia, Laos and Vietnam to Thailand, it recognizes at the very outset the equal standing of non-economic motivations for migration.
The Greater Mekong Subregion (GMS) Economic Cooperation Program has adopted a multisector approach to economic corridor development, requiring multisector investments, increased inter-sector coordination, and enhanced knowledge platform. An area of concern is facilitating safe labor migration. This report, prepared by the International Organization for Migration and funded by the Asian Development Bank (ADB), highlights issues on labor migration in the GMS and offers recommendations toward increasing social protection for migrants, strengthening capacity and legal framework, and enhancing knowledge management mechanisms. The report provided inputs into the formulation of a new strategic framework and action plan for the human resource development sector.
This book provides the first systematic account of the premium costs that migrants pay to live and work abroad. Reducing the costs of international labour migration, specifically worker-paid costs for low-skilled employment, has become an important item on the global agenda over the last years and is particularly pertinent for the UN’s Global Compact on Safe, Orderly and Regular Migration. Recruitment costs alone amount in most migration corridors to anywhere between one and ten months of foreign earnings and many migrants may well lose between one and two years of foreign earnings, if all costs are considered. The crossing of national state borders is one of the most-discussed issues of contemporary times and it poses many challenges for individual and collective identities. This concerns both short-distance mobility as well as long-distance migration. Choosing to move - or not - across international borders is a complex decision, involving both cognitive and emotional processes. This book tests the approach that three crucial thresholds need to be crossed before mobility occurs; the individual’s mindset about migrating, the choice of destination and perception of crossing borders to that location and the specific routes and spatial trajectories available to get there. Thus both borders and trajectories can act as thresholds to spatial moves. The threshold approach, with its focus on processes affecting whether, when and where to move, aims to understand the decision-making process in all its dimensions, in the hope that this will lead to a better understanding of the ways migrants conceive, perceive and undertake their transnational journeys. This book examines the three constitutive parts discerned in the cross-border mobility decision-making process: people, borders and trajectories and their interrelationships. The movement of people in Southeast Asia is an issue of increasing importance. Countries of the Association of Southeast Asian Nations (ASEAN) are now the origin of 8 percent of the world's migrants. These countries host only 4 percent of the world's migrants but intra-regional migration has turned Malaysia, Singapore, and Thailand into regional migration hubs that are home to 6.5 million ASEAN migrants. However, significant international and domestic labor mobility costs limit the ability of workers to change firms, sectors, and geographies in ASEAN. This report takes an innovative approach to estimate the costs for workers to migrate internationally. Singapore and Malaysia have the lowest international labor mobility costs in ASEAN while workers migrating to Myanmar and Vietnam have the highest costs. Singapore and Malaysia's more developed migration systems are a key reason for their lower labor mobility costs. How easily workers can move to take advantage of new opportunities is important in determining how they fare under the increased economic integration planned for ASEAN. To study this question, the report simulates how worker welfare is affected by enhanced trade integration under different scenarios of labor mobility costs. Region-wide, worker welfare would be 14 percent higher if barriers to mobility were reduced for skilled workers, and an additional 29 percent if barriers to mobility were lowered for all workers. Weaknesses in migration systems increase international labor mobility costs, but policy reforms can help. Destination countries should work toward systems that are responsive to economic needs and consistent with domestic policies. Sending countries should balance protections for migrant workers with the needs of economic development.
