The Asia-Pacific is known for having the least developed regional mechanisms for protecting human rights. This edited collection makes a timely and distinctive contribution to contemporary debates about building institutions for human rights protection in the Asia-Pacific region, in the wake of ASEAN’s establishment in 2009 of a sub-regional human rights commission. Drawing together leading scholarly voices, the book focuses on the systemic issue of institutionalising human rights protection in the Asia-Pacific. It critically examines the prospects for deepening and widening human rights institutions in the region, challenging the orthodox scepticism about whether the Asia-Pacific is "ready" for stronger human rights institutions and exploring the variety of possible forms that regional and sub-regional institutions might take. This book deals with the problem of human trafficking in Tanzania in the light of international law and considers human trafficking as both a criminal offence in Tanzania and a human rights violation within international law in general. The book broadens the reader's understanding of the subject of human trafficking and Tanzania's legal approach to the issue and allows the reader to grasp Tanzania's anti-trafficking piecemeal efforts from the 1970s onwards, the reasons that made Tanzania ratify the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the United Nations Convention against Transnational Organized Crime, and Tanzania's National Assembly's deliberations regarding the enactment of the Anti-Trafficking in Persons Act of 2008 and the impact those deliberations have had on the current legal framework of Tanzania. It provides a firsthand critical analysis of the Tanzania anti-trafficking law, pointing out its strengths, weaknesses and areas for improvement in a comprehensive manner such as has never been attempted before. Thirty-five years ago, on 16 December 1966, the General Assembly of the United Nations adopted without a vote the two International Covenants on Human Rights. Together with the Universal Declaration of Human Rights, the International Cove-nant on Economic, Social and Cultural Rights and the International Covenant on Civil and Political Rights, including its two Optional Protocols, form what is often referred to as the International Bill of Human Rights. Both Covenants entered into force ten years later. At present, 145 States have ratified or acceded to the Interna-tional Covenant on Economic, Social and Cultural Rights. Under articles 16 and 17 of the Covenant, each State party undertakes to submit re-ports for the consideration by the Economic and Social Council under a programme established by the Council. However, in 1985, the Council decided to set up the Committee on Economic, Social and Cultural Rights to discharge that function - to monitor the implementation of the Covenant by States parties. At its sixth session, in 1991, the Committee adopted criteria for formulating concluding observations after the consideration of a State party report, and at its eighth session, in 1993, the Com-mittee started to use a standard format for the presentation of its concluding observations. The Committee makes a general evaluation of the report and of the dialogue with the delegation, makes note of positive aspects, factors and difficulties impeding the implementation, and of principal subjects of concern. It also makes suggestions and recommendations to the State party concerned. The present volume contains concluding observations adopted by the Committee on Economic, Social and Cultural Rights at its eighth to twenty-seventh sessions (1993-2001).
