At the turn of the millennium, world coffee prices dropped to their lowest levels in 30 years giving rise to the most severe crisis experienced by the coffee sector. The study evaluates the effects of the coffee crisis on the Costa Rican coffee sector and identifies the factors that influence farmers' production and marketing performance. A two-step selection model is applied to analyze farmers' participation in specialty markets and cooperatives and the effects on producer prices. Furthermore, a stochastic production frontier is estimated to explore technical efficiency levels of specialty and conventional coffee farmers. Based on the results of the study, policy recommendations are derived that should help farmers to improve their competitiveness and their ability to cope with the crisis. These include the provision of extension and information, the support of coffee cooperatives, and the diversification of the rural economy.

This is either because the smallholder agricultural practices are unproductive or it is because economic policies have not protected and promoted African farming. But whether this deprivation is the fault of the peasant, or the government, both sides agree on the facts of rural poverty. However in both cases rural poverty is described using measures which make it hard, if not impossible, to capture new forms of wealth that rural people may be accruing. These new forms of wealth, which largely comprise productive assets, are especially important because they feature so prominently in rural people's own definitions of wealth. Using an unprecedented collection of longitudinal surveys, in which experienced researchers have revisited villages which they have known for decades, we track surprising increases in assets in diverse locations in Tanzania. "The report provides a preliminary assessment of DR-CAFTA, with particular attention to three key themes: (i) expected trade and non-trade benefits, (ii) actions that Central American countries need to pursue to capitalize optimally on the new opportunities, and (iii) identification of the population groups that may require assistance to adapt to a more competitive environment. The Introductory Chapter reviews the main findings of the report. Chapter II places DR-CAFTA in the historical context of the economic reforms that Central America has been undertaking since the late 1980s. Chapter III provides a summary overview of the recently negotiated DR-CAFTA. Chapter IV reviews various analyses that assess the potential impacts of DR-CAFTA in Central American countries. Chapter V focuses on the identification of potentially affected populations from the easing of trade restrictions in sensitive agricultural products and analyzes policy options to assist vulnerable groups. Chapter VI reviews evidence related to key macroeconomic implications of DR-CAFTA, namely the potential revenue losses and effect on the patterns of business-cycle synchronization.
