This book presents an overview of urban and regional planning in Turkey. It discusses the fundamental topics and contemporary issues in the field. The book is organized in two parts and it includes 14 chapters. Chapter 1 is designed as an introduction defining the framework of urbanisation in Turkey, and the evolution of urban planning providing a background for the remaining chapters. In Part I, contemporary issues of urban and regional planning in Turkey are covered (i.e., new route taken by regional planning, the role of the planner in the process of shaping the urban form of Turkish cities, the specific features of Turkish city centres, large-scale public investments and their effects on urban areas, urban growth of Turkish cities from an urban morphological viewpoint, and problems and recent planning discussions related to the conservation of archaeological heritage). The challenges faced by urban and regional planning in Turkey are discussed in Part II (i.e., major challenges in residential transformation, excess housing production and the future of housing markets, challenges posed by increasing (global) immigration and refugees, challenges due to integration of a resilience thinking framework into the planning systems, development and planning activities of settlements in hazard prone areas, and the current state of climate policy and governance). In the concluding chapter an overall assessment of the contemporary issues and challenges for urban and regional planning in Turkey is made with special emphasis on the last 15 years of the country. Discussions on the case of Turkey could be useful examples both for developed and developing countries.

This extensive text investigates how architects, planners, and other related experts responded to the contexts and discourses of “development” after World War II. Development theory did not manifest itself in tracts of economic and political theory alone. It manifested itself in every sphere of expression where economic predicaments might be seen to impinge on cultural factors. Architecture appears in development discourse as a terrain between culture and economics, in that practitioners took on the mantle of modernist expression while also acquiring government contracts and immersing themselves in bureaucratic processes. This book considers how, for a brief period, architects, planners, structural engineers, and various practitioners of the built environment employed themselves in designing all the intimate spheres of life, but from a consolidated space of expertise. Seen in these terms, development was, to cite Arturo Escobar, an immense design project itself, one that requires radical disassembly and rethinking beyond the umbrella terms of “global modernism” and “colonial modernities,” which risk erasing the sinews of conflict encountered in globalizing and modernizing architecture. Encompassing countries as diverse as Israel, Ghana, Greece, Belgium, France, India, Mexico, the United States, Venezuela, the Philippines, South Korea, Sierra Leone, Singapore, Turkey, Cyprus, Iraq, Zambia, and Canada, the set of essays in this book cannot be considered exhaustive, nor a “field guide” in the traditional sense. Instead, it offers theoretical reflections “from the field,” based on extensive archival research. 2022 On the Brinck Book Award, University of New Mexico School of Architecture + Planning Special Mention, First Book Prize, International Planning History Society Landed Internationals examines the international culture of postwar urban planning through the case of the Middle East Technical University (METU) in Ankara, Turkey. Today the center of Turkey's tech, energy, and defense elites, METU was founded in the 1950s through an effort jointly sponsored by the UN, the University of Pennsylvania, and various governmental agencies of the United States and Turkey. Drawing on the language of the UN and its Technical Assistance Board, Erdim uses the phrase "technical assistance machinery" to encompass the sprawling set of relationships activated by this endeavor. Erdim studies a series of legitimacy battles among bureaucrats, academics, and other professionals in multiple theaters across the political geography of the Cold War. These different factions shared a common goal: the production of nationhood—albeit nationhood understood and defined in multiple, competing ways. He also examines the role of the American architecture firm Skidmore, Owings, and Merrill; the New York housing policy guru Charles Abrams; the UN and the University of Pennsylvania; and the Turkish architects Altuğ and Behruz Çinici. In the end, METU itself looked like a model postwar nation within the world order, and Erdim concludes by discussing how it became an important force in transnational housing, planning, and preservation in its own right.
